1. 1.   Within the Framework of the execution of the 2022 Public Investment Budget, the GOVERNOR of the South West Region, Contracting Authority, hereby launches by emergency procedure, an open national invitation to tender for the Construction of the Regional Delegation of MINEPIA South West by emergency procedure.

1. 1.  The works comprise notably, the Construction of the Regional

Delegation of MINEPIA South West by emergency procedure. This involves the realisation

of the tasks outlined in the bills of quantities and cost estimates and elaborated in the

special technical clauses: The works comprise notably:

Preparatory works including site installation;

Earth works;

Foundation works;

Ground floor masonry elevation works only

Electrical air-conditioning works (General installation of electrical, air-conditioning

and computer schemes, diverse wall sockets, protection, etc) ;

Plumbing works (General installation(water supply and waste water pipes));

The estimated cost after preliminary studies stands at Seventy Five million (75 000 000) FCFA all taxes inclusive.

Participation is opened under the same conditions to ail Camer0Onian Companies and business concerns that have proven experiences in the field of building construction and civil engineering in general and who are not in a Period of suspension by the authority in earge of public contracts

Works which formed the subject of this invitation to tender shall be financed by the PUBLIC INVESTMENT BUDGET of MENA, 2022 financial year: Exp. Authorization no: 1X0440; IMPUTATION: 56 31 059 01 4419190-523112 951.

The opening of the bids in one phase shall be done on 05 AVR 2022 at 1:00 PM prompt local time in the Conference Hall of the South West Governor's Office by the South West Regional Tenders Board.

Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity

Absence of bid bond;

False declaration or falsified documents;

Omission of a quantified task on the bill of quantities and cost estimates;

Enterprise with an abandoned contract or uncompleted project (above 10% lateness penalties

without due justification)in the South west Region;

Non satisfaction of at least 75% of the main qualification criteria.

14.2. Main qualification (essential) criteria: The evaluation of the bids shall be done on predefined technical criteria following the binary process ('Yes' or `No'). The criteria relating to the qualification of candidates will indicatively be on the following:

The contract shall be awarded to the bidder whose bid is in conformity with the provisions of the tender file and on the basis of the lowest financial bid and technical quality, in accordance with article 99 of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
