Within the framework of the Public Investment Budget 2022, the Mayor of Alou Contracting Authority, hereby launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF A CLOTHING INDUSTRY WORKSHOP AT SAR/SM, ALOU SUBDIVISION, LEBIALEM DIVISION

The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost after preliminary studies is 32 000 000 FRS all taxes inclusive

The tender is open to duly Iegalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget 2022

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the ALOU Council Office. Service of award of Contracts

The maximum period provided for the execution of the works is fixed at three (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list of Document 12 of the tender file of an amount of 2.5% of the project amount all taxes inclusive. With a validity period of ninety (90) days from the date the bids are opened.

Linder penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in a single phase on 19/  0 4  / 2022 at 10am local time by the Tender Board of the Contracting authority in the Conference Hall of the Alou Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file.

It lacks any Administrative document;

-        Absence of a bid bond

The technical score is less than the minimum required 70%; lt has any fake or forged document;

-        Absence of quantified unit price.

-        Noncompliance with the model bid documents (Documents 9 and 10). I t carries any false information

13.      MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be as follows:

The non-respect of three numbers of criteria shah cause the elimination of the bid. NB: the marking scale for offers by award of points is banned in favor of the binary method (Yes or No).

The contract shah be awarded to the qualified bidder with the lowest reasonable financial offer.

Bidders shah be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
