Within the framework of the Public Investment Budget 2022, the Mayor of Alou council, Contracting Authority, hereby launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF A COMMUNITY HALL AT NWANGONG SUBDIVISION, LEBIALEM DIVISION

The works comprise the output of the preliminary studios carried out and the detailed information provided in the technical specifications

The estimated cost after preliminary studies is 25 000 000 FRS all taxes inclusive

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget 2022.

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the ALOU Council Office.

Service of award 01: Contracts

The complete tender file may be obtained from the Service of award of Contracts, ALOU Council Office upon presentation of a treasury receipt attesting to the payment of a non-refundable sun^-i of 30 000 FCFA, at the Alou COUNCIL TREASURY

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Service of award of Contracts, ALOU Council Office, Lebialem Division not later thon 18/0412022 at 9:30a.m. local time in three (03) distinct envelops which shall be labelled as follows:

The maximum period provided for the execution of the works is fixri at three (03) months.

1. 8.              ADMISSIBILITY OF OFFERS:

Each bidder must include in hisiher administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list of Document 12 of the tender file of an amount of 2.5%(625 030) of the project amount all taxes inclusive. With a validity period of ninety (90) da^.j. ; from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Specii1 Regulations of the Invitation to Tender, within the last three months, otherwise they shah, not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its con-compliance with the model documents of the tender file shall Iead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in a single phase on 18/04/2022 at 10zim local time by the Tender Board of the Contracting authority in the Conference Hall of the Alou

Council Office, in the presence of the bidders or duly   representatives having full knowledge of the file

The non-respect of three numbers of criteria shall cause the elimination of the bid. NB: the marking scale for offers by award of points is banned in favor of the binary method (Yes or No).

The contract shall be awarded to the qualified bidder with the lowest reasonable financial offer.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
