Within the framework of the Public lnvestment Budget 2022, the Mayor of Alou council, Delegated Contracting Authority, hereby launches an Open National Invitation to Tender FOR THE CONSTRUCTION OF A WAREHOUSE IN THREE CORNER NDUNGATED, ALOU SUBDIVISION, LEBIAL EM DIVISION

The works comprise the output of the preliminary studios carried out and the detailed information provided in the technical specifications

The estimated cost alter preliminary studies is 23 000 000 FRS all taxes inclusive

The tender is open to duly legalized Cameroonipn enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget 2022.

The complete tender file may be obtained from the Service of award of Contracts, ALOU Council Office upon presentation of a treasury receipt attesting to the payment of a non­refundable sum of 50 000 FCFA, at the Alou COUNCIL TREASURY

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Service of award of C.intracts, ALOU

The maximum period provided for the execution of the works is fixed at three (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list of Document 12 of the tender file of an amount of 2.5% of the project amount ail taxes inclusive. With a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrave documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation ta Tender, within the Iast three months, otherwise they shall not be accepted.

Any bid not in compliance with the spécifications of Ulis tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance .or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in a single phase on 18/04/2022. t 10am local time by the Tender Board of the Contracting authority in the Conference H of the Alou Council Office, in the presence of the bidders or duly authorized representativ r having full knowledge of the file.

13.      MAIN QUALIFICATION CRITERIA:

The non-respect of three num bers of criteria shall cause the elimination of the bid. NB the marking scale for offers by award of points is banned in favor of the binary method (Yes or No).

Technical score less than 75%

The contract shall be awarded to the qualified bidder with the lowest reasonable financial offer.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids
