Within the framework of the execution of the 2022 Public Investment Budget, The Mayor of TOKO Council, Contracting Authority, hereby launches an Open National Invitation to Tender for the CONSTRUCTION OF TWO POULTRY HOUSES OF 1000 BROILER CHICKENS EACH IN TOKO NGOLO, TOKO SUB DIVISION, NDIAN DIVISION, SOUTH WEST REGION

This involves the realization of the tasks outlined in the bills of quantities and cost estimates and elaborated in the Special Technical Clauses comprising notably:

- Site installation and preliminary works

- Masonry works

- Roofing and ceiling works

- Wood/metal works

- Plumbing works

- VRD

The estimated cost after preliminary studies stands at Twenty Million (20 000 000) FCFA

The tender is open to duly registered Cameroonian Enterprises that fulfill the requirements of this Invitation to Tender

Works which formed the subject of this Invitation to Tender shall be financed by the Public Investment Budget of the 2022 financial year; Budget Head No

The Tender File may be consulted during working hours (7:30 am – 3:30 pm) at the office of the Mayor of Toko Council, Tel: 671 41 22 07, 653 47 35 19 as soon as this notice is published.

The Tender File may be acquired from the office of the Mayor Toko Council (Service of Public Contracts) Tel: 671 58 65 09 as soon as this notice is published and upon presentation of a non-refundable receipt bearing the amount of Thirty thousand (30,000) FCFA, payable at the Toko Council Treasury

The duration of execution provided for by the Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work

Each bidder must include in his/her administrative documents a bid bond issued by a first - rate bank approved by the Ministry in charge of finance featuring on the list in Document 11 of the Tender File of an amount of Four hundred thousand (400 000) FCFA with a validity period of thirty (30) days from the date the bids are opened

The bids shall be opened in a single phase.

The opening of Administrative documents and the Technical and Financial bids will be on 26/04/2022 at 11 am prompt local time by the Toko Council Internal Tenders Board in the Conference Hall of TOKO Council.

Only bidders may attend or be represented by a mandate

1. 12.                 Evaluation Criteria:

The evaluation of bids shall be carried out in three stages:

• 1^st Stage: Verification of the presence and conformity of each administrative document;
• 2^nd Stage: Evaluation of the technical bids;
• 3^rd Stage: Analyses of the financial bids.

The criteria of evaluation shall be as follows:

13.1: Eliminatory criteria

- Deadline of execution more than the prescribed

- False declaration or falsified or scanned documents

- Omission of a quantified task on the bill of quantities and cost estimates

- Non satisfaction of at least 70% of the main qualification criteria

13.2: Main qualification criteria

The evaluation of the bids shall be done on predefined technical criteria on a global mark of 100. The criteria relating to the qualification of candidates could indicatively be on the following:

• Financial situation
• Experience of the enterprise
• Personnel to be mobilized
• Equipment put at the disposal of the project
• Methodology / organization of the site.

The contract shall be awarded to the bidder whose bid is in conformity to the descriptions of the Tender File and on the basis of the lowest bid and technical quality, in accordance with Article 99 of the Public Contracts Code.

The bidders shall remain committed to their offers / bids for a period of ninety (90) days from the deadline set for the submission of bids.
