1.Objet New(Additif)

Within the framework of the 2022 Public Investment Budget, the Lord Mayor of Limbe III Council on behalf of the Minister of Basic Education hereby launches an Open National Invitation to Tender for the CONSTRUCTION OF A NURSERY BLOCK AT GNS KANGE, LIMBE III COUNCIL

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

3.Cout Prévisionnel New(Additif)
  1.    The estimated costs after preliminary study is 25,000,000 FCFA
4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2022 financial year; Budget Head                                           No: 561510102641935523314426

6.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Limbe III Council

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Limbe III Council upon presentation of a treasury receipt attesting to the payment of a non refundable sum of 50,000 FCFA at the Limbe III Municipal Treasury. (7:30 AM TO 3:30PM)

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor's Office Limbe III Council on 28/04/2022 at 10.00am local time and labeled.

Enveloppe A : Administrative Document; Enveloppe B : Technical Document ; Enveloppe C : Financial Document.

NB: These three (03) envelopes shall be put in the forth envelope and shall be the only one to have the label mentioned below

9.Delai de Livraison New(Additif)

 Four (04) months.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour I'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of five hundred thousand (500,000) Francs CFA.

11.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor's Office Limbe III Council on 28/04/2022 at 10.00am local time and labeled.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on 28/04/2022 at 11.00am local time by the Limbe III Council Tenders chambers, located at Chop Farm - Bimbia. Only bidders may attend or their duly accredited representatives with Power of Attorney

13.Critères d'évaluation New(Additif)
  1. 11.            ELIMINATORY CRITERIA Bids shall be rejected when:

8-        There's absence of any administrative document

9-        There's any fake document, False declaration or forged document

10-    There's absence of quantified unit price

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

14-Turnover at least: 20,000,000 FCFA                                                                         Yes / No

15-    Attestation of Solvency from a recognized bank not less than 15,000,000 FCFA Yes / No

16-    Enterprise's references                                                                                            Yes / No

 

17-Methodology                                                                                                         Yes / No

18-Availability of material and essential equipment                                                      Yes / No

19- Experience of supervisory staff                                                                               Yes / No

7- Not awarded above three contracts within the same year                                           Yes / No

NB: Non-respect of two (02) of the Qualification criteria shall entail rejection of the bid.

NB: The marking scale for offers by scoring of points is banned in favor of the binary method (Yes or No).

14.Attribution New(Additif)

- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.

16.Renseignements Complémentaires New(Additif)
