Within the framework of the Public Investment Budget 2022, the Mayor of the Buea Council, Contracting Authority, hereby launches an Open National Invitation to tender by emergency procedure for the Construction of the Bridge at Moki's Garage at Great Soppo (Expansion

2.Consistance des prestations New(Additif)

The works comprise the following:

Cleaning,

Expansion of the existing bridge

Signalisation and equipment for security

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is Forty-five million (45 000 000) FCFA all taxes inclusive

4.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.

5.Financement New(Additif)

Works which form the subject of this invitation to tender, shall be financed by Public Investment Budget of the 2022 financial year budget head

6.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Private Secretariat of the Mayor of the Buea Council Tel: 233 32 35 63.

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the office of the Private Secretary to the Mayor of Buea Council as soon as this notice is published against a payment of a non refundable sum of Sixty thousand (60.000) FCFA payable at the Buea Council Treasury

9.Delai de Livraison New(Additif)

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Three (03) months

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of Nine hundred thousand (900,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the 04/05/2022 at 9:30 am localtime by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

13.Critères d'évaluation New(Additif)

The eliminatory criteria are identified as follows:

v Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;

+ Execution time greater than that prescribed in the Tender that is 3 months

+ False statement or Falsified documents in the Tender Files;

+ Omission in the financial offer of a quantified unit price

v Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

+ Technical marks less than 70%

·:* Absence of bid bond or non-conform bid bond during bid opening session;

B. ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

- Methodological approach and relevance of proposed solutions;	Yes / No
- References of the bidder (experience of at least two (02) similar projects, attach proof)	Yes / No
- Availability of the essential equipment	Yes / No
- Proof of Ownership or hire of the essential equipment proposed	Yes / No
- Experience of key supervisory staff (at least Civil Engineering Senior Technician with 10 years' experience or Civil Engineer with five (05) years of experience).	Yes / No
- Turnover of 75,000,000 FCFA as stipulated in the patente	Yes / No
-Financial capacity, Access to credit or other financial sources, Thirty million (30 000 000 FCFA);	Yes / No
- Non existence of more than 2 other jobs on-going	Yes / No
- Deadline of execution respected.	Yes / No
Absence of attestation of site visit and site visit report (attach pictures/photos) signed by the Contractor on his honour	Yes / No

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO. with a threshold of 70% for all the essential criteria taken into account.

14.Attribution New(Additif)

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
