Within the framework of the Public Investment Budget 2022, the Mayor of the Buea Council,Contracting Authority, hereby launches an Open National Invitation to tender by emergency
procedure for the Refurbishing of some places (Mile 17 round-about, Police Round about and Hospital road round about)
The works comprise the following:
Cleaning,
Planting
Construction works
The estimated cost after preliminary studies is Twenty million (20 000 000) FCFA all taxes inclusive
Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.
Works which form the subject of this invitation to tender, shall be financed by Public Investment Budget offt2024fmancial
Interested eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Private Secretariat of the Mayor of the Buea Council Tel: 233 32 35 63.
The complete tender file may be obtained from the office of the Private Secretary to the Mayor of Buea Council as soon as this notice is published against a payment of a non refundable sum of Thirty five thousand (35,000) FCFA payable at the Buea Council Treasury

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Three (03) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first‑ rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. II of the tender file, of an amount of Four hundred thousand (400,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on the 05/05/2022 at 10:30 am local time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
The eliminatory criteria are identified as follows:
• Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;
Execution time greater than that prescribed in the Tender that is 3 months
v False statement or Falsified documents in the Tender Files; Omission in the financial offer of a quantified unit price
v Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;
Technical marks less than 70%

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
