Lot IV: Rehabilitation of G.B.P.S Muea (English section

1. Services The works comprise the following: The works comprise the output of the preliminary studies, foundation works, face works, roofing, metal work, electricity, painting, landscape protection etc.

The estimated cost after preliminary studies is

LOT I: Rehabilitation of G.S. Dibanda                                        8,000,000 fcfa

Lot II: Rehabilitation of G.S. Bova                                               8,000,000 fcfa

LOT III: Rehabilitation of G.S. Bomaka                                     7,000,000 fcfa

Lot IV: Rehabilitation of G.B.P.S Muea (English section)          12,000,000 fcfa

The works is in Four (4) Lots as follows:

Lot II: Rehabilitation of G.S. Bova

Lot HI: Rehabilitation of G.S. Bomaka

Lot IV: Rehabilitation of G.B.P.S Muea (English section)

Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender.

Works which form the subject of this open invitation to tender for lots I to IV, shall be financed by Public Investment Budget of the 2022 financial year, budget head Number

The file may be obtained from the office of the Private Secretary to the Mayor of Buea Council as soon as this notice is published against a payment of a non refundable sum of Fifty five thousand (55.000) FCFA payable at the Buea Council Treasury.

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as su h, slpuld reach the office of the Private Secretary to the Mayor of Buea Council not later than 05052022 at 13:30 am and should carry the inscription:

"To be opened only during the bid-opening session

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Lot 1- 4: Two (02) months

Subject to being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officer etc) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily not be older than three (03) months preceeding the date of submission of bids or may be established after the signature of the tender notice.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid

"To be opened only during the bid-opening session

The bids shall be opened in a single (01) phase on the  05/05/2022   at 14:30 am  local time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

Any bid not meeting with the requirements of the Tender File will be declared inadmissible.

A. ELIMINATORY CRITERIA

The eliminatory criteria are identified as follows:

v  Absence of a document in the Administrative file 48 hours after opening;

v  Execution time greater than that prescribed in the Tender that is 2 months

v  False statement or falsified documents in the Tender Files;

• ·:• Omission in the financial offer of a quantified unit price

v  Presence on MINMAP's list of Enterprises which abandoned the execution of contracts:

v  Technical marks less than 70%

• Absence of bid bond or non-conform bid bond during bid opening session;

B. ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.

The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.

Bidders will remain committed to their bids for Ninety (90) days from the deadline set for the submission of tenders.
