Within the framework of the execution of the Public Investment Budget (PIB) for the year 2022, the Mayor of NDOM council, Contracting Authority, hereby launches an invitation to tender, in the emergency procedure, an Open National Invitation to Tender for the construction and rehabilitation work at NDOM Subdivision, SANAGA MARITIME Division, LITTORAL Region: Lot 1: construction of block of two (02) classrooms at LELO Government NurserySchool, Lot 2: rehabilitation of three buildings with two (02) classrooms at EP NDOM CENTER I.

The works subject of this project includes;

• Preparatory works and studies;
• Excavations ;
• Foundation ;
• Masonry;
• Frame work-roofing-ceiling ;
• Woodwork ;
• Electricity ;
• Coatings ;
• Painting ;
• VRD.

The estimated cost of the operation proposed by the Contracting Authority for de sixteen six millions and fiten thousand (16 500 000) francs CFA for the construction of block of two (02) classrooms at LELO Government NurserySchool (lot 1) and theerty fife millions (35 000 000) francs CFA for rehabilitation of three buildings with two (02) classrooms at EP NDOM CENTER I (lot 2).

The works shall be divided into Four (02) lots defined as follows:

Each lot will result in a separate contract.

The bidder can win more two lots.

The participation in this invitation to tender is open to enterprises of Cameroonian law which is not under submissions’ suspension by ARMP.

Works which form the subject of this invitation to tender shall be financed by the Public Investment Budget (PIB) for the year 2022.

“To be opened only during the bid-opening session”

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be Four (04) months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount  for theerty  (330 000) francs CFA for the construction of block of two (02) classrooms at LELO Government NurserySchool (lot 1) and seventy hundred thousand (700 000) francs CFA rehabilitation of three buildings with two (02) classrooms at EP NDOM CENTER I, and valid for thirty (30) days beyond the original date of the validity of the offers.

Under threat of rejection:
The administrative documents required, must be produced in originals or true copies certified by the issuing service, in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (03) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or a Certified Check Certifié or a Bank Check.
The participation to the session of open is reserve to the one of conference, and the number of representatives is limited to one (01), even in the case of company.

The bids shall be opened in a single phase.
The opening of the administrative documents and of the technical and financial offers will take place on 11 May 2022 at 12 o’clock local time by the tenders board of the contracting authority in the meeting room of NDOM Council. Only bidders may attend this opening meeting or be represented by a unique person of their choice duly authorized

The evaluation criteria are the following:
 
Eliminatory criteria
The non-compliance of the elimination criteria below causes the rejection of the offer. They include especially:
 
- Absence of the bid bond, a Certified Check or a Bank Check in the Administrative documents;
- False declaration or falsified document;
- Absence of the tenderer's declaration of honor of non-abandonment of a contract and not belonging to the list of failing companies;
- Failure to comply with at least 70% of the sub-criteria of the essential criteria;
- Absence of a quantified unit price;
- Non-compliance with the submission model;
- Absence of the Wohrld Digital File of technical and financial offers (USB key);
- Absence within 48 hours of a room that does not comply with the opening. 

Essential criteria

• Equipement ;
• Methodology and organization ;
• Acceptance of the clauses contract ;
• Presentation.

The contract will be awarded to the tenderer submitting the offer valued the lowest bid, fully satisfying the administrative requirements and satisfactory compliance with the technical specifications required.

Bidders will remain committed to their offers for ninety (90) days from the dead line set for the submission of tenders.
