As part of the execution of the execution of the Public Investment Budget (PIB) for the year 2022, the Mayor of the Municipality of NDOM, Contracting Authority and Master of Storms, launches, in emergency procedure, a National Open Call for Tenders for the works of rehabilitation of axis MBONGO-TOUBANGOM-NGOK-NGUIMBONG-MAHONG (Lot 1), LOG MBANGA – DINGOM with construction of a culvert on MALOUMGUE (Lot 2) and OMENG – NDEBI – BISSENG with construction of a culvert on BAKO’O (Lot 3), in the Subdivision of NDOM, Division of SANAGA MARITIME, LITTORAL Region.

The works subject of this project includes;

• Installation of building site;
• Weeded ; 
• Construction of a culvert ;
• Punctual rechargement.

The estimated cost of the operation proposed by the Contracting Authority is Tertry millions (30 000 000) francs CFA for rehabilitation of axis MBONGO-TOUBANGOM-NGOK-NGUIMBONG-MAHONG (Lot 1), Twenty millions (20 000 000) francs CFA for rehabilitation of   axis LOG MBANGA – DINGOM with construction of a culvert on MALOUMGUE (Lot 2) and twenty seven millions (27 000 000) francs CFA for rehabilitation of axis OMENG – NDEBI – BISSENG with construction of a culvert on BAKO’O (Lot 3). The works shall be divided in only one lot defined as follows:

Each lot will result in a separate contract.

The maximum number of lots that can to be won by a bidder is tree (03) lots.

The participation in this invitation to tender is open to enterprises of Cameroonian law which is not under submissions’ suspension by ARMP.

Works which form the subject of this invitation to tender shall be financed by the Public Investment Budget (PIB) for the year 2022.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be Four (04) months.

Each tenderer must attach to his administrative documents, a Submission Guarantee established by a first-rate bank approved by the Ministry responsible for finance and whose list appears in Exhibit 12 of the DAO, a Certified Check or a Bank Check prescribing the amount Six hundred thousand (600 000) francs CFA for rehabilitation of axis MBONGO-TOUBANGOM-NGOK-NGUIMBONG-MAHONG (Lot 1), Four hundred thousand (400 000) francs CFA for rehabilitation of axis LOG MBANGA – DINGOM with construction of a culvert on MALOUMGUE (Lot 2) and five hundred and forty thousand (540 000) francs CFA for rehabilitation of axis OMENG – NDEBI – BISSENG with construction of a culvert on BAKO’O (Lot 3) to the Contracting Authority and valid for thirty (30) days beyond the original date of validity of tenders.

Under threat of rejection:
The administrative documents required, must be produced in originals or true copies certified by the issuing service, in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (03) months or must not have been established after the signing of the tender notice.
 
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or a Certified Check Certified or a Bank Check.
The participation to the session of open is reserve to the one of conference, and the number of representatives is limited to one (01), even in the case of company.

The bids shall be opened in a single phase.
The opening of the administrative documents and of the technical and financial offers will take place on 11/05/2022 at 12 o’clock local time by the tenders board of the contracting authority in the meeting room of NDOM Council. Only bidders may attend this opening meeting or be represented by a unique person of their choice duly authorized

The evaluation criteria are the following:

 Eliminatory criteria

The non-compliance of the elimination criteria below causes the rejection of the offer. They include especially:

• Absence of the bid bond, a Certified Check or a Bank Check in the Administrative documents;
• False declaration or falsified document;
• Absence of the tenderer's declaration of honor of non-abandonment of a contract and not belonging to the list of failing companies;
• Failure to comply with at least 70% of the sub-criteria of the essential criteria;
• Absence of a quantified unit price;
• Non-compliance with the submission model;
• Absence of the World Digital File of technical and financial offers (USB key);
• Absence within 48 hours of a room that does not comply with the opening.

The contract will be awarded to the tenderer submitting the offer valued the lowest bid, fully satisfying the administrative requirements and satisfactory compliance with the technical specifications required.

Bidders will remain committed to their offers for ninety (90) days from the dead line set for the submission of tenders.
