Within the framework of the execution of the Public Investment Budget (PIB) for the year 2022, the Mayor of NDOM council, Contracting Authority, hereby launches an invitation to tender, in the emergency procedure, an Open National Invitation to Tender for the transformation of an existing borehole into a mini-drinking water supply in the localities of NDOM-CENTER (LOT 1) and of NINJE (LOT 2) at NDOM Subdivision, SANAGA MARITIME Division, LITTORAL Region.
The works subject of this project includes;
The estimated cost of the operation proposed by the Contracting Authority is 8 00 000 (Eight millions) francs CFA for NDOM-CENTER (LOT 1) and 8 000 000 (Eight millions) francs CFA for NINJE (LOT 2).
The works shall be in two (02) lots defined as follow:

The three lots will result in two contract.
The maximum number of lots that can to be won by a bidder is two (02) lots.
The participation in this invitation to tender is open to enterprises of Cameroonian law which is not under submissions’ suspension by ARMP.
Works which form the subject of this invitation to tender shall be financed by the Public Investment Budget (PIB) for the year 2022 and Management of Territory Budget.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be Four (04) months.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of for 160 000 (One hundred and sixty thousand) francs CFA for NDOM-CENTER (LOT 1) and 160 000 (One hundred and sixty thousand) francs CFA and for NINJE (LOT 2), valid for thirty (30) days beyond the original date of the validity of the offers.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service, in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (03) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible.
Especially the absence of the bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened in a single phase.
The opening of the administrative documents and of the technical and financial offers will take place on 11 MAY 2022 at 12 o’clock local time by the tenders board of the contracting authority in the meeting room of NDOM Council. Only bidders may attend this opening meeting or be represented by a unique person of their choice duly authorized.

The contract will be awarded to the tenderer submitting the offer valued the lowest bid, fully satisfying the administrative requirements and satisfactory compliance with the technical specifications required.
Bidders will remain committed to their offers for ninety (90) days from the dead line set for the submission of tenders.
