Within the framework of the Execution of the 2022 invest rent budget of the South West Regional Assembly, the President of the South West Ret ional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER file

The works comprise the supply and installation Df 22 SOLAR STREET LIGHTS IN MBONGE MAROMBA TOWN

The estimated cost after preliminary studies is forty million (40 000 000) francs CFA all taxes inclusive.

Participation is opened to all duly registered C ameroonian enterprises with the necessary technical and financial capacities who are, of under suspension by the authority in charge of public contracts.

Works which formed the subject of this invitation to ten ler shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2022 financial year through

budget head (imputation) N°.

The tender file may be acquired from the SOUTH W EST REGIONAL ASSEMBLY office at the cabinet of the President Tel: 233 32 61 86 as soon as this notice is published and upon presentation of a non-refundable treasury receipt (pa 'able at the regional assembly Treasury bearing the amount of FORTY THOUSAND (40 000) F CFA. Such a receipt shall identify the concerned bidder.

The maximum execution timeframe provided by the Project Owner for the execution of the works forming the subject of this invitation to tender s three (03) months.

Each bidder must include in his administrative documents. a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File and Each bid hall be accompanied by a bid security worth of (800,000 FCFA) 2% of the project amount which is valid for Thirty (30) days beyond the date of validity of bids.

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 18/05/2022 3t 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

¨       Absence of bid bond,

¨       False declaration or forged document,

¨       A technical score of less than 70%,

¨       Enterprise with abandon project in the SWR

¨       Enterprise under suspension

¨       Absence of quantified unit price,

li. Essential (main qualification) criteria

The criteria (assessed in a binary format) relating to tho qualification of bidders shall indicatively be on the following:

• Experience of the enterprise (enterprise's references presentation of offer in electrification works):
• Key personnel/staff to be mobilised;
• Methodological note/organisation of the work site:
• Equipment put at de disposal of the project;
• Financial capacity.(20 000 000)FCFA
• Execution deadline

The Jobbing order shall be awarded to the bidd€ whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contr)cts code. That is, it shall be awarded to the bidder with a satisfactory technical score an I the lowest financial offer.

Bidders will remain committed to their bids for 9() days from the deadline set for the submission of bids.
