As part of the execution of the Public Investment Budget for the 2022 financial year, the PRESIDENT OF THE COUNCIL REGIONAL DU LITTORAL, Contracting Authority, launches on behalf of the Municipality of DOBIAN in the department of NKAM and in MOUANGEL in the department of the MOUNGO coastal region, an Open National Call for Tenders for the construction of a catchment, a large capacity reservoir and a drinking water supply network by gravity (Tranche Ferme-Tranche Conditionnelle).

The works of this invitation to tender are described in the descriptive and quantitative estimates.

The estimated cost of the operation following prior studies stands at 120 000 000(One hundred and twenty million) Francs CFA divided as follows: 

The services to be performed are divided into one (01) Lot.

Participation in this tender is open on equal terms, to Cameroonian law firms with technical, financial and legal capacity to carry out water supply works.

Benefits, subject of this Tender, is funded by the Public Investment Budget of Littoral Regional Council (PIB), fiscal year 2022-2023 of the Republic of Cameroon, imputation 220150

The maximum execution deadline provided for by the Project Owner for the implementation of the project subject of this tender is six (06) months as from the notification of the order of service startup.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount one million twenty hundred thousand (1 200 000) FCFA, and valid for one hundred and twenty (120) days beyond the original date of the validity of the offers.

To avoid rejection, the administrative documents required must imperatively be produced originals or copies certified by the issuing service or administrative authority, in accordance with the provisions of the Regulations of the Tender. Any bid not meeting the requirements of this notice and the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance or the failure models of parts of the Tender Dossier, will result in rejection of the offer.

The bids shall be opened in a single phase on Friday 06 may 2022 at 1 pm by the internal tender Board of the Littoral Regional Council. Only bidders will be allowed to attend the opening session, or their duly mandated representatives, having a good know ledge of the case.

Main eliminatory criteria

• Documents not produced in eight (08) copies;
• Non-execution of a former contract;
• Lack of the bid bond;
• Non-execution of a similar project with adduction of water tower in hydrolic of at least (two hundred million) 200 000 000 F CFA; this last five year.
• Balance sheet certified by a chartered accountant of at least (one hundred million) 100 000 000FCFA for the last three years or the DSF of last three (03) years.
• Incomplete financial offers for absence of:
  • Subissions letter ;
  • A quantifie unit Price ;
• False déclarations or falsifie documents ;
• Non-acceptance of contract such as (CCAP et CCTP not paraphed, signed and dated at the end);
• Lack of the attestation of the site inspection, the report, whit a color picture showing a place of the locality;
• Incomplete technical offers for absence of:
  • Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry of Public Contracts.
  •  Works Conductor having qualification requires in Tenders invitation;
  • The aspect « organization, methodology et planning;
• Note  inferior at 23/28.

Main qualification criteria

The criteria of qualification of the candidates will focus on:

• Presentation of tenders                                                   
• References of the company and availability of equipment                                           
• Administrative personnel                                                           
• The organization and understanding of the project
• Capacity financière sup ou egal à 30millions                                                                         

Failure to respect at least 23/28 of items leads to the elimination of the Offer in accordance with evaluation rubrics;80% of essential critters.

The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.

Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
