Within the framework of the execution of the Regional Council Budget during the 2022 financial year, the President of the Regional Council – Littoral, Contracting Authority hereby launches an Open National Invitation to tender for the rehabilitation of the Government High School Akwa Nord Douala (procedure of urgency).

The works subject of this contract includes:
-       Preliminary works;
-       Painting ;
-       Ceiling installation.

The estimated cost from preliminary studies is ten million fifty thousand (10 050000) CFA francs.

The works objects of the present Call of offers are in one (01) single lot.

Participation in this invitation to tender is open to all Cameroonian Enterprises or companies having good experience in building and public works and sufficient technical and financial capacities to realize the works object of the present invitation to tender.

The Works under this tender will be financed by the Regional Council Budget, of the 2022 financial year, Imputation:221100

The file may be obtained during working hours from Contract Service of Littoral Regional Council, in Douala, at Bonanjo, as soon as this notice is published, against payment receipt of a non-refundable sum of twenty thousand (20 000) CFA Francs, in the special compte. URGENCY PROCEDURE¶ 
« TO BE OPENED ONLY DURING THE BID-OPENING SESSION ». 
NB: the offer should be accompanied by a CD containing the numeric version under excel format of the quantitative and approximate detail setting.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be Two (02) months, as from the date of notification of the Service Order including the starting date of work

Each bidder must include in his administrative documents, a bid bond issued by a first-rate bank approved  by  the  Ministry  in  charge  of  Finance featuring on the list in document 12 of the tender file of  an amount of two hundred and one thousand (201000) CFA Francs and valid for one hundred and twenty(120) days beyond the original date of the validity of the offers.

Under pain of being rejected, only originals or true copies certified of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the Invitation to Tender. 
They must obligatorily not be older than three (03) months as from the submitting deadline or must be produced after the signing of the tender file. 
Any offer incomplete in conformity with the prescriptions of the tender file shall be declared inadmissible. Especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in a single phase.
The Administrative bids, the technical bids and the financial bids shall be opened on the Friday 06 may 2022 at 01 PM local time by the Tender’s Board of the Contracting Authority, in the Public Contracts of Littoral’s hall, at BONANJO, Only bidders may attend or be duly represented by a person of their choice with perfect knowledge of the file.

Eliminatory Criteria

The elimination criteria will be based essentially on:

• incomplete administrative document or Non-conformity of the administrative document and its non-regularization Within 48 hours after opening of bids;
• absence of a bid bond issued by a first- rate bank approved by the ministry in charge of Publics contracts;
• Presence of false declarations or falsified document or scan or non-conform to the prescriptions of tender ;
• Absence of a quantified unit price in BPU and DQE;

-     Absence of the sub detail of a unit price;

• Non satisfaction of at least 80% of essential criteria;
• Absence of a declaration on the honor attesting the non-abandonment of a contract during the past three (3) years. 

Essential Criteria

The criteria relating to the qualification of candidates could indicatively be on the following; 

 NB: Only the tenderers having satisfied at least 80% of the essential criteria’s will be admitted to the financial evaluation

The award of the jobbing order shall be done on the basis of the lowest bid to the tenderer fulfilling the technical and financial conditions required.

Bidders will remain committed to their offers during ninety (90) days, from the deadline set for the submission of tenders.
