Within the framework of reducing the risks of food shortage through the execution of the 2022 Public Investment Budget of MINADER, the General Manager of UNVDA, Contracting Authority, hereby launches an Open National invitation to tender for the purchase and collection of 1,500 tons of Paddy Rice from farmers, including handling charges in UNVDA Ndop.
The services of this contract notably include:
- Acquisition of clean Paddy Rice (Humidity testing, winnowing, filling/weighing in 100kg bags);
Transportation and stacking in the central warehouse of UNVDA Ndop
The estimated costs after preliminary studies stand at 300,000,000 (Three Hundred Million) CFA francs Tax Inclusive.
The services, subject of this invitation to tender, are in a single lot : The purchase and collection of 1,500 tons of Paddy Rice from farmers, including handling charges.
Participation in this invitation to tender is open to all interested Cameroonian based-service providers with founded experience in the said domain.
Services which form the subject of this invitation to tender shall be financed by the 2022 Public Investment Budget of MINADER, Budget Head: 30 184 01 330001 2813

The maximum deadline provided by the Contracting Authority for the execution of the services, subject of this Invitation to Tender is Six (06) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in Charge of Finance and whose list is found in document No. 9 of the Tender File, of an amount of 6 000 000 (Six Million) CFA Francs.
The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).
N.B: Certified checks will not be accepted.
Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (03) months old or established after the signing of the tender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the bid.
The bids shall be opened in a single phase.
The opening of administrative documents, technical and financial bids, is on _____________ at 11 o’clock local time by the UNVDA Internal Tenders Board situated at the conference hall of UNVDA at Ndop.
Only bidders may attend or be represented by a duly mandated person.
1. Evaluation criteria
14.1 Eliminatory criteria
Administrative Documents:
a) Absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;
b) False declaration or falsified documents;
c) Absence or non-conformity of an element in the administrative file non regularized within 48 hours after opening of bids.
Technical bids:
a) Falsified declaration or falsified documents;
b) Absence of an attestation to a credit line or other sources equivalent to at least One Hundred Million (100 000 000) CFAF;
c) Absence of Rice Moisture Tester to evaluate the moisture contain in Paddy Rice;
d) Absence of winnower;
e) Non respect of 80% of YES of the essential criteria ie. 23 YES out of 28.
Financial bids:
a) Non conformity of tender submission;
b) Absence of quantified price.

N.B.: The evaluation of the technical bid will be done by adding the YES obtained for each criterion. If this mark is less than 80% of technical points, the bid will be judged insufficient, disqualified and excluded for financial evaluation.
The contract will be awarded to the bidder who has proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied 100% of the eliminatory criteria and 80% of the essential criteria
Bidders will remain committed to their offers for Ninety (90)days from the deadline set for the submission of bids.
