launches an OPEN NATIONAL INVITATION TO TENDER file N° 012/ONIT/SWR/SWRA/ITB/E ;UFA/2022

The works comprise the supply and installation f 20 SOLAR STREET LIGHTS IN NKONGLE AREA ,WABANE, LEBIALEM DIVISION

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who al not under suspension by the authority in charge of public contracts

Works which formed the subject of this invitation to ender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUI GET, 2022 financial year through budget head (imputation) N°220150

Such a receipt shall identify the concerned bidder.

Each bid drafted in English or French in seven (07) cc oies comprising one (01) original and six (06) copies marked as such, should reach the c 4binet of the President of Regional Executive Council first floor of Regional Assembly B iilding against a receipt not later than 21/05/2022 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

-        Envelop A : administrative documents;(spira/ bound wit at/pages numbered),

-        Envelop B : technical offer;(spira/ bound with all pages ^,umbered), Envelop C: financial offer. (Spiral bound with all pages Limbered).

These three (03) envelops will be put in a fourth on which shall be sealed and labelled imperatively as follows:

The maximum execution timeframe provided by the Project Owner for the execution of the works forming the subject of this invitation to tender s three (03) months.

Each bidder must include in his administrative do uments, a bid bond issued by a first-rate banking establishment approved by the Ministry it charge of finance and whose list is found in document No. 11 of the Tender File and Each )id shall be accompanied by a bid security worth of (700,000 FCFA) 2% of the project amount vhich is valid for Thirty (30) days beyond the date of validity of bids.

The offers shall be opened in a single phase. The dministrative, technical and financial bids shall be opened on, the 21/05/2022 a 11.00 a.m., local time by the South West Regional Assembly Internal Tender's E Jard in the conference hall, in the presence of the bidders or duly authorized represe! tatives having full knowledge of the file (power of attorney).

Eliminatory criteria

They are especially:

¨       Absence of bid bond,

¨       False declaration or forged document,

¨       A technical score of less than 70%,

• Enterprise with abandon project in the SWR
• Enterprise under suspension
• Absence of quantified unit price,

li. Essential (main qualification) criteria

The criteria (assessed in a binary format) relating to the ql alification of bidders shall indicatively be on the following:

• Experience of the enterprise (enterprise's references p esentation of offer in electrification works);
• Key personnel/staff to be mobilised;
• Methodological note/organisation of the work site;
• Equipment put at de disposal of the project;

• Execution deadline

The jobbing order shall be awarded to the bidder ' hose bid is in conformity with the dispositions of the tender file and on the basis of the lc Nest bid and technically qualified, in accordance with article 99(a) of the public contrac s code. That is, it shall be awarded to the bidder with a satisfactory technical score and tl e lowest financial offer.

Bidders will remain committed to their bids for 90 c ays from the deadline set for the submission of bids
