1.Objet New(Additif)

Within the framework of the 2022 Public Investment Budget, the Lord Mayor of Limbe public Council on behalf of the Minister o to Works hereby launches an Open National Invitation OR Tender by Emergency Procedur e IN THE MAINTENANCE OF COMMUNAL ROAD

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

3.Cout Prévisionnel New(Additif)

 estimation costs after preliminary study is 50 000 000 FCFA

4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterpri ,es that fulfill the requirements of this invitation to tender

5.Financement New(Additif)

The works which form the subject of this in.citation to tender shall be financed by Public Investment Budget of the 202; financial year: I3udget Head No:56 36 126 (11 641931 523511

6.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further informal on during working hours as from the date of publication of this tender notice. at the Limbe 11

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the    upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of: 50 000 FCFA at the Limbe II Municipal Treasury. (7:30am to .l:30pm)

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies inc iding the original and six (06) copies marked as such, should reach the Mayor's Office Limbe 11 ( iici/ on 13;05;2022 at 10:00am local time and labeled.

Envelope A : Administrative Document; Envelope B : Technical Document ; Envelope C : Financial Document.

03 THREE MONTHS.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her adn- inistrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) 'eaturing on the list in Document 12 of this tender file of an amount of : 1 000 000 FCFA.

NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are open. d.

12.Ouverture des Plis New(Additif)

The bids shall be opened in   SIngle (01) phase on 17/05/2022 at 10ain local time by the Limbe II Tender Board in the office f the President, located at the Limbe II Council Building. Only bidders may attend or their dul accredited representatives with Power of Attorney

13.Critères d'évaluation New(Additif)
  1. 14.       .1: ELIMINATORY CRITE A

Bids shall be rejected when:

1-      There's absence of bid bond

2-      There's absence of any administr ve document (Bidder is given 48 hours to furnish the document

3-      There's any fake document, false eclaration or forged document

4-      There's absence of quantified um price

15.2: MAIN QUALIFICATIO CRITERIA:

The criteria relating to e qualification of candidates will indicatively be on the following:

1-      Turnover at least: 25,000,000 FC                                                                         Yes / No

2-      Attestation of Solvency from a re gnized bank not less than 15.000.000 FCFA Yes / No

3-      Enterprise's references                                                                                           Yes / No

4-      Methodology                                                                                                         Yes / No

5-      Availability of material and essen 1 equipment                                                     Yes / No

6-      Experience of supervisory staff                                                                             Yes / No

NB: Non-respect of two (02)            he Qualification criteria shall entail rejection of the

bid.

NR: The marking scale f (,?ffers by scoring of points is banned in favor of the binary method (Yes or No).

14.Attribution New(Additif)

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for validity period of 90 (ninety) days with effect from the date of opening of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be of tained from the Mayor's Council; from Monday to Friday between 7,30 an to 3.30pm.
