BY THE EMERGENCY PROCEDU E, within the execution of the SWRA 2022.Budget, THE PRESIDENT OF THE SOUTH WEST REGIONAL EXECUTIVE COUNCIL hereby launches an OPEN NATIONAL INVITATION TO TENDER N° 1 ONIT/SWRISWRAIITB/BUEA/2022 OF 21 /0412022 FOR THE SUPPLY OF MEDICAL EQUIPMENT THE DISTRICT HOSPITAL (EYUMOJOCK, KONYE. FONTEM AND BANGEM) IN FOUR LOTS

FOR THE SUPPLY OF MEDICAL EQUIP NT AT THE DISTRICT HOSPITAL (EYUMOJOCK, KONYE, FONTEM AND BANGEM) IN FOUR LOTS BY THE EMERGENCY PROCEDURE)

The total estimated cost of the  project after preliminary studies is Twenty million (20 000 000) FCFA PER LOT.

The supply which are subject of t open invitation to tender are in FOUR 04 lots.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are no under suspension by the authority in charge of public contracts

The supply which forms the s eject of this invitation to tender shad be financed by the: SWRA INVESTMENT BUDGET 2022.

The tender file may be consulted during working hours (7:30 At -3:30 PM) in SWRA at the Cabinet of the President of the SWREC

The tender file may be acquired from the cabinet of the President of SWREC as soon as this notice is published and upon presentation of a non-refundable receipt bearing tho amount of fifty Thousand Francs (50,000 F) each lot paid into Account of SWRA Treasury

Each bid drafted in English or French shall be presented in seven (07) ^-,opies including the original and six (06) copies marked as such. These shall be submitted in one sealed pad^, containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pad shall bear no information on the enterprise, and should reach the Cabinet of the President of the SWRE 3 latest the 19/05/2022 at 10:00 am local time and should carry the inscription:

-        Envelop A: administrative documents;

-                  Envelop B: technical offer;

Envelop C: financial offer.

These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

The deadline provided by the Project Owner for the execution of the supply is three (03) months.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender tile, issued by a first-rate banking establishment and other financial institutions approved by the Mini try in charge of finance, (see list in document No. 11 of this tender file), and of an amount of Four hundred thousand (400,000) FCFA per LOT valid for thirty (30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of it e successful bidder shall be retained until the required performance guarantee fo: good execution is provided

The offers shall be opened in a single phase. The administrative, tl chnical and financial bids shall be opened on, the19/05/22 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall. Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity

False declaration or falsified Omission of a quantified task Enterprise with an abandon Region.

The evaluation criteria related to t qualification of bids will be binary as follows:

1 General presentation of the offe

2 Justification of the turnover of t company at least 10 000 000 F each lot

3 Guarantee period of six month or specific equipment

4 Pre financing Attestation of at       st at 10 000 000 F each lot

5 References of the CompanyGeneral Reference of contrac of at least 10 000 000 F each lot

6 Methodology and planning of xecution of the supply;

The jobbing order shall be awarded to the lowest bidder  whose  bids is in  conformity with the technical requirement of the tender file, i; in accordance with article  99(a) of Public Contracts Code.
