The Director General of the South West Development Authority (SOWEDA) hereby launches a Request for the Expression of Interest for the Pre-Qualification of Consultancy Firms to Audit the Accounts and Financial Statements of SOWEDA for the 2022 Financial Year.
The services that are subject of this request for expression of interest shall involve the audit of the accounts and financial statements of SOWEDA for the 2022 financial year, following international audit standards (IAS).
Participation in this expression of interest is open to all Cameroonian based consultancy firms with sufficient technical competence and national experience in the audit of accounts.
The services which are the subject of the Invitation to Tender that shall be launched subsequent to this Request for Expression of Interest shall be financed by SOWEDA 2023 running budget.
All Expressions of Interest should be submitted at the Secretariat of the Director of Administration and Finance of SOWEDA, P.O. Box 336 Buea, South West Region on or before 03rd February 2023 at 12:00 p.m. prompt.
The file shall be contained in a single and sealed envelope addressed to the Director General of SOWEDA, P.O. Box 336 Buea bearing the inscription:
"Request for Expression of Interest N° 001/REI/SOWEDA/23 of 18/01/2023 for the Pre-Qualification of Consultancy Firms to Audit the 2022 Accounts and Financial Statements of
SOWEDA".
Each Expression of Interest should consist of an Administrative File and a Technical Proposal sealed in separate envelopes, written in English or in French and submitted in five (05) copies each, of which one (01) original and four (04) copies.
All Expressions of Interest should be submitted at the Secretariat of the Director of Administration and Finance of SOWEDA, P.O. Box 336 Buea, South West Region on or before 03rd February 2023 at 12:00 p.m. prompt.

- Administrative File
Administrative documents which should not be more than three (3) months old and valid for the 2023 financial year include photocopies of:
- A signed and stamped (1,500frs fiscal stamp) letter of declaration of intention of the consultant to participate in the bidding procedure (Motivation Letter).
- Photocopies of relevant administrative and fiscal documents allowing them to carry out business in Cameroon including: Attestation of business registration issued by the Ministry of Commerce,

Certificate of tax clearance issued by Taxation Department, Attestation of Tax Payer's Registration, Attestation of Non-Bankruptcy.
7. Technical Proposal.
The technical documents shall include:
a) Brief presentation of the consultancy Firm
b) A statement of capability and experience indicating that they are qualified to perform the services required. This should be supported by brochures, attestation/evidence and description of experience in similar assignments accomplished and duly received, availability of appropriate skills among staff etc. Signed CVs and copies of certificates of personnel must be included.
8. Essential Criteria:
- Proof of references in similar jobs
- Absence of any of the requirements or conditions stated about the personnel
Eliminatory Criteria
- Incomplete administrative documents
- False declaration or falsified document
- Lack of appropriate personnel.
10. Indicative Selection Criteria
The consultants shall be pre-selected on the basis of:
- Experience, especially in similar assignments (45/100)
- The caliber of human resources in relation to this assignment (45/100) - General presentation of file (10/100).

Selected firms shall be invited to participate in the restricted national tender for the recruitment of the consultancy firm to carry out the activity that is subject of this call for expression of interest.
