As part of the implementation of the Program for the Construction of Municipal Cities with a view to improving the living conditions of the populations, the Mayor of Nkongsamba 2 Council launches, on behalf of Nkongsamba 2  Council, a National Open Tender, for the construction of twenty (20) housing units of type T2 (08) and T3 (12).

Work includes:
- Preliminary works and construction site installation;
- Complementary earthworks;
- Foundations;
- Masonry - Elevations;
- Hollow-body floor including formwork
- Cover and wood for framework;
- Wood, aluminum and metal carpentry;
- Sanitary Plumbing;
- Electricity / TV;
- Painting;
- Hard coatings;
- HHT and sanitation
- Planting trees and live hedges.

The estimated cost of this service is two hundred and ninety-four million sixty thousand (294,060,000) CFA Francs, including tax.

The services covered by this Call for Tenders are for single lot.

Participation is open on equal terms to all firms governed by Cameroonian law established in the Republic of Cameroon and fulfilling the conditions set out in the Special Rules on Invitations to Tender (RPAO), which is the subject of Document No. 03 of this tender dossier.

The services that are the subject of this Call for Tenders are financed by the Budget of the Program of Construction of Municipal Cities (PCCM), Fiscal Year 2022 and followings.

The tender dossier can be consulted as soon as this notice is published, at working hours, from the Private Secretariat of the Mayor of Nkongsamba 2 Council at Ekangté-Mbeng.

The Tender File can be obtained from the Private Secretary of the Mayor of Nkongsamba 2 Council, against payment of a non-refundable sum of One hundred and fifty thousand (150,000) CFA Francs payable to the Municipal Receipt of Nkongsamba 2 Council. 
When withdrawing the DAO, bidders must register by leaving their full address (Phone, E-mail, P.O., Fax, etc.).

Offers written in English or French in seven (07) copies, including one (01) original and six (06) copies marked as such, shall be deposited in sealed envelopes against receipt, at the Office of the Moungo Divisional Procurement Commission located in Divisional Offices in Nkongsamba, no later than  30/05/2022 at 1 p.m. local time and shall bear the following statement

 
‘National Open Tender NoticeN°005/AONO/CAN.2/SG/CDPM/2022 DU 29/04/2022 2022 for the construction works of a Municipal City of Twenty (20) Housing Units TYPE T2 (08) AND T3 (12) in Nkongsamba 2 Council, Mungo Division, Littoral Region. 
“TO BE OPENED ONLY DURING THE BID-OPENING SESSION”. 

NB: Tenders received after the closing dates and times for the submission of tenders will not be received. Tenders must be accompanied by a CD containing the digital version in Excel format of the quantitative and estimated detail framework.

The maximum period provided by the Contracting Authority for the delivery of the services covered by this Call for Tenders shall be twelve (12) months from the notification of the Service Order to commence the services.

Under penalty of rejection, each Tenderer must attach to his Administrative Documents, a tender bond drawn up by a first class Bank approved by the Ministry of Finance and listed in Document 12 of the DAO, in an amount equal to Five million eight hundred eighty-one thousand two hundred (5,881,200) CFA francs, valid for thirty (30) days beyond the original date of validity of the tenders.

If not rejected, the required documents in the Administrative File must be produced in originals or certified copies by the issuing Services  or competent administrative authority(SDO, DO, Police Officers,…), in accordance with the provisions of the Special Rules for the Call for Tenders. They must be less than three (03) months old or have been issued after the date of signature of the Tender Notice. 
Any incomplete tender in accordance with the requirements of the Tender Package shall be declared inadmissible. The absence of a tender guarantee issued by a first-class bank approved by the Ministry responsible for finance or the non-compliance with the models of the documents in the Tender File will lead to the outright rejection of the tender without any recourse.

The opening of the folds will be done in only one time.
The opening of administrative documents, technical and financial offers will take place on  30/05/2022 at 2 p.mlocal time by the Divisonal Commission of Procurement of the Moungo, in the DO’s Office. 
Only Bidders may attend this opening session or be represented by a person of their choice duly authorized.

Eliminatory criteria 

• · Absence or non-compliance beyond 48 hours after opening the folds of a document in the administrative file;
• · False declaration or falsification of documents;
• · Absence of tender bond;
• · Incomplete financial offer (no unit price schedule, unit price, quantitative and estimated quote);
• · Absence of a certificate of inspection of the site of construction signed by the Contracting Authority or his representative.
• · Absence of a minimum credit line of One hundred million (100,000,000) CFA Francs issued by a first rank bank approved by MINFI (creditworthiness certificate);
• · Absence of an Attestation of non-abandonment of a project under FEICOM funding in a Municipality;
• · Technical score below the minimum required threshold (70%). 

Notes: The tenderer’s tender bond and bank declaration must be produced in originals, the other documents in originals or in certified copies, on pain of rejection. These administrative justifications must be less than three (30) months old and conform to the DAO templates. 

Essential criteria 

• · Experience of company staff (44 criteria);
• · Availability of essential equipment and equipment (13 criteria);
• · Company references (7 criteria);
• · Financial situation of the Company (out of 30 criteria)
• · Technical proposal and execution schedule (5 criteria);
• · Acceptance of Contract Terms (on 20 criteria)
• · General presentation of the Offer (4 criteria); 

Notes: Only the Bidders who have obtained 70% will be qualified for the remainder of the procedure and will have their Financial Offer analyzed. 

NB: The evaluation grid is Exhibit 13 of this DAO.

The contract will be awarded to the tenderer whose tender has been evaluated at the highest bid rate and found to be in conformity with the Tender File; that is, the person with the highest combined technical and financial score, who will be awarded and invited to negotiations for signing the contract.

Tenderers shall remain committed to their tenders for a period of ninety (90) days from the deadline for receipt of tenders.
