The Regional Delegate of Public Contracts for the Centre Region, Contracting Authority hereby launches, on behalf of the Minister of Commerce, Project Owner, an Open National Invitation to tender for the rehabilitation of the Regional Delegation of Commerce for the Center Region:

Participation to this tender is opened to all public works enterprises of Cameroon law based in Cameroon and with a sum of experience in the civil engineering work and with technical and financial capacities for the proper execution of works subject of this tender.

Works subject of this tender shah be financed by Public Investment Budget of the Ministry of Commerce, 2017 Fiscal year, at an estimated amount of ten millions (10 000 000) F CFA.

Tenders presentation

The documents include in the tender application must be classified in three different envelopes which must be sealed later. The following framework must be taken into consideration:

• Envelope A must contain the administrative documents;

•  Envelope B must contain the technical proposai;

•  Envelope C must contain the financial allocation.

The above-mentioned tenders presented as such will be inserted in a simple envelope bearing only the main tender references. This one must also be closed and sealed for confidentiality. The different documents of each tender will be numbered in accordance with the tender file order and separated by some interpolated sheets of the same colour.

Each bid, drafted in French or in English in seven (07) copies including one (01) original and six (06) copies labeled, as such, shall reach, under sealed envelopes, the Regional Delegation of Public Contracts for the Centre, located at the 2nd Floor of the Building accommodating its services, opposite BUCREP, behind the Regional Centre for Taxation at Omnisport, tel: 222 21 31 50, latest date 7th Mardi 2017 at 12 O'clock and deposited against receipt. It should bear the following inscription:

The execution deadline shall be two (02) months with effect from the date of notification of the administrative order to start works.

Each bidder shah include in its administrative documents a bid bond issued by a first class banking institution approved by the Ministry in charge of Finance and whose list is contained in document 12 of the Tender File, and whose amount stands at: Two hundred thousand (200 000) FCFA

In order not to be rejected, the other required administrative documents shah be submittecl only in originals or true copies of the relevant administrative documents, certified by the issuing service in keeping with the requirements of the Special Regulations of the Tender.

Any bid not in keeping with this notice and the tender file shall not be received. Especially the absence of the bid bond issued by a first class banking institution authorized by the Ministry in charge Finance or the non-compliance of the models of documents of the tender file shall lead to the rejection of the bid.

The opening of administrative and technical bids shall take place on 7th March 2017 at 1 p.m. by the Regional Tenders Board, sitting in the Meeting Room at the Pt Floor of the Building accommodating the Regional Delegation of Public Contracts for the Centre. Only bidders are allowed to attend the bids opening session or be duly represented by a person of their choice with a sum of knowledge of their bids.

Application deaciline

Tender applicants will have twenty (20) days to apply upon publication of this notification.

Tender evaluation will be done in three (03) stages:

•  First stage: Verification of the conformity of the administrative file

• Second stage: Technical appraisal of the administrative tender attested as regular.

•   Third stage: Verification of the financial offer of those companies whose tender files have been previously admitted as far as technical and administrative stages are concerned.

The tenders' evaluation criteria are the following:

13.1 Eliminatory criteria

They include the following:

a) Incomplete or non-compliant administrative file on reserve of the dispositions of point 1.1 of the Circular No 002/CAB/PM of 31 January 2011 relative to the Amelioration of performance in the Public Contract system.

b) Forged document (the Regional Tenders Board and the Contracting Authority have the right to conduct an authentibitY check on any document which seem fraudulent).

c)  False déclaration

d)  Absence in the technical file of a detailed proposed methodology on the execution of the project, organisation and planning;

e)  Non satisfaction of at least 80% of the essential criteria;

f)  Incomplete financial offer;

g)  Omission of a quantified unit price from the price schedule;

h)  Absence of sub-detailed price

13.2 Essential criteria

The technical evaluation criteria of bidclers shah be made following the binary method

a)    Presentation 03 points

b)   Qualification and experience of personnel in the project on 12 points; C) Availability of materials and the essential ones on 02 points;

d)   Methodology of execution 13

e)    The company's references on 02

The Contracting Authority shah award the contract to the tenderer with the lowest bid and with the required technical and administrative capacities.

Tenderers shah be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
