1.Objet New(Additif)

Within the framework of ameliorating the living the state of equipment of state corporations, the General Manager of the Upper Nun Valley Development Authority (UNVDA), Contracting Authority, hereby launches a Request for Quotation for the Rehabilitation and Maintenance of Civil Engineering Machinery and Agricultural Tractor with Hitch in UNVDA Ndop in emergency procedure.

2.Consistance des prestations New(Additif)

The nature of the services involves the supply of the following items as specified in the Technical Specifications:

  •  Spare parts;
  • Tyres for Tipper 4141 (12.00X24 MICHELIN).
3.Cout Prévisionnel New(Additif)

The estimated cost of the operation following prior studies stands at 10 000 000 (Ten Millions) FCFA VAT Included.

4.Allotissement New(Additif)

The supplies are made up of a single lot

5.Participation et origine New(Additif)

Participation to this consultation is open to Small and Medium Size Enterprises with proven experience in this domain.

6.Financement New(Additif)

Supplies which form the subject of this invitation to tender shall be financed by the Public Investment Budget - MINADER, 2019 Financial Year, Imputation

7.Consultation du Dossier New(Additif)

For any complementary information on the consultation file, the tenderers may consult the consultation file during working hours at the General Secretariat of UNVDA, P.O.BOX 25 Ndop, telephone 237 691 798 318,.as soon as this notice is published.

 

8.Acquisition du Dossier New(Additif)

Bidders can obtain complete consultation documents at the General Secretariat of UNVDA, P.O.BOX 25 Ndop, telephone 237 691 798 318 during working hours (7.30am to 3pm), Mondays to Fridays upon the payment of a non-refundable sum of 18 000 (Eighteen Thousands) CFA francs, payable at BICEC, account CAS ARMP N° 97568660001-28.

9.Remises des offres New(Additif)

Each offer drafted in English or French in five (05) copies including the original and four (04) copies marked as such and sealed in an envelope shall be deposited at the General Secretariat of UNVDA not later than the 18/06/2019 at 10 o’clock local time. The sealed envelope should carry the inscription:

10.Delai de Livraison New(Additif)

The duration for the execution of the supplies shall be Two (02) month as from the date of notification of the jobbing order.

 

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 8 of this tender file of an amount of 200 000 (Two Hundred Thousands) CFA francs and valid for thirty (30) days beyond the original date of the validity of the offers.

N.B: Certified checks will not be accepted.

12.Recevabilité des Offres New(Additif)

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the tender.

They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

13.Ouverture des Plis New(Additif)

Bids will be opened on the 18/06/2019 at 11:00 am in the conference hall of UNVDA, by the Internal Tender’s Board, in the presence of the bidders or their mandated representatives with full knowledge of the files if they desire.

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

14.Critères d'évaluation New(Additif)

Bids shall automatically be rejected when:

a)Absence of an administrative document ;

b)    Absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;

c) Absence of an honorary attestation signed by the bidder attesting that the bidder has not abandoned any contract within the last three (03) years and that the bidder does not figure in the list of defaulter enterprises established yearly by the Minister of Public Contracts;

d)  False declaration or falsified documents;

e) Going beyond delivery deadline

15.Attribution New(Additif)

The Contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the quotation request file and whose bid will have been evaluated as the lowest.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders.

All deliveries shall be done at UNVDA – Ndop.
