The Services of this contract is FOR THE ACQUISITION OF FOUR (04) TOYOTA FORTUNER, ONE (01) LIAISON VEHICLE (TOYOTA PICK-UP) FOR THE SOUTH WEST REGIONAL ASSEMBLY AND THE ACQUISITION OF A STARLET VEHICLE TO DDR CENTRE-BUEA FOR THE TRAINING OF EX-COMBATANTS

The services which are subject of this invitation to tender are in a single lot

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities, who are not under suspension by the authority in charge of public contracts

The supplies which form the subject of this invitation to tender shall be financed by The SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET 2022; IMPUTATION: 222100.

The tender file may be consulted during working hours (7:30am to 3:30pm) at the South West Regional Assembly, Cabinet of the President as soon as this notice is published

The tender file may be obtained from the Cabinet of the President of the South West Regional Assembly as soon as this notice is published and upon presentation of a non-refundable purchase receipt bearing the sum of One Hundred and fifty Thousand (150,000) FCFA payable to the Treasury of the South West Regional Assembly. Such a receipt shall bear the identity of the said bidder.

Each bid drafted in English or French and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach at the Cabinet of the President of the South West Regional Assembly; not later than 22/06/2022 at 10:00 am local time and should carry the inscription:

The maximum deadline provided by the Project Owner for the execution of the supply of the vehicle is FOUR (04) months.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of three million nine hundred thousand (3,900 000) valid for thirty (30) days beyond the date of validity of bids.

Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 22/06/2022 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender's Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

-           Enterprise under suspension ;• Essential criteria

Indicatively, the criteria related to the qualification of candidates will be on:

-           General presentation of the offer

-           Turnover (at least 100 000 000) FCFA

-           Justification after sale Service

-           Availability of spare parts

-           Presentation of an Attestation of guarantee of at least 6 months for each car

-           Access to credit or other financial sources (at least 140 000 000 FCFA)

-       Supplier's references (Justification of supply of at least 3 cars with the total amount equal or higher

than 150.000.000 FCFA).

-           Pictures and detailed technical specifications of the car

The contract shall be awarded to the bidder whose bid meets the technical and administrative conditions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99(a) of the public contracts code

The bidders shall remain committed to their offers/bids for a period of ninety (90) days from the deadline set for the submission of bids.
