Within the framework of the Execution of the 2022 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby
launches an OPEN NATIONAL INVITATION TO TENDER
NO..../ONIT/SWRJSWRA/ITB/BUEA/20220F..../..../.... FOR THE POTABLE WATER SUPPLY BY GRAVITATION IN MBONGO AND BONJARE (BAMUSSO SUBDIVISION)
The works that are subject of the present tender consist of:
- Preliminary works;
Construction of Superstructures ( catchment, tank, treatment unit);
- Transportation and Distribution Network;
- Construction of stand taps;
- Tool box
- Water analysis
- Sensitisation of the population and Training of water management committee.
The total estimated cost of all the project after preliminary studies is Sixty million (60,000,000) FCFA.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2022 financial year through budget

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the cabinet of the President of Regional Executive Council, first floor of Regional Assembly Building against a receipt not later than 21/06/2022 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:
- Envelop A : administrative documents;(spiral bound with all pages numbered),
- Envelop B : technical offer;(spiral bound with all pages numbered), Envelop C: financial offer. (Spiral bound with all pages numbered).
These three (03) envelops shall be in a fourth envelope, sealed and labelled imperatively as follows:

The maximum execution deadline of the work shall be 06 (six) months from the date of issue of Service Order for the commencement of works.
Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of One million two hundred thousand (1,200,000) FCFA, valid for thirty (30) days beyond the date of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 21/06/2022 at 11.00 a.m., local time by the South West Regional Assembly
The evaluation of bids shall be carried out in three stages:
- 15t Stage : verification of the presence and conformity of each administrative document ;
- 2nd Stage : Evaluation of the technical bids ;
- 3rd Stage: Analyses of the financial bids. The criteria of evaluation shall be as follows:
L Eliminatory criteria
They are especially:
¨ Absence of bid bond,
¨ False declaration or forged document,
¨ A technical score of less than 70%,
¨ Enterprise under suspension
¨ Absence of quantified unit price,
¨ Enterprises with Abandoned projects in the SWR
ii. Essential criteria
- General Presentation, compliance with the model bid.
- Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)
- Availability of material and essential equipment
- Experience of key supervisory staff (at least Civil or Rural Engineer or equivalence with three (03) years of experience)
- Financial capacity, Access to credit or other financial sources Thirty-five Million
(35.000.000 FCFA); - Turnover (40 000 000)fcfa,
- Deadline of execution
The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
