Within the framework of the execution ofthe2022 Public Investment Budget for the state of Cameroon, the President of the North West Regional Assembly, Contracting Authority, hereby launches, an Open National Invitation to Tender By Emergency procedure N^o………ONIT/NWRA/ITB/2022 of the ……………… for the feasibility studies for the construction and equipping of mortuaries in the District Medical Hospitals of Nwa and Oku.

The services of this Jobbing Order comprise notably: For the feasibility studies for the construction and equipping of mortuaries in the District Medical Hospitals of Nwa and Oku. (See characteristics in the technical description).

 The estimated cost of the project is Twenty Million (20 000 000) FCFA

The project is in a single lot.

Participation in this invitation to tender is open to all Enterprises of Cameroonian Nationality who are in compliance with the regulations in force.

Studies that are the subject to this invitation to tender shall be financed by the 2022 Public Investment Budget assigned to the North West Regional Assembly

 Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Services of the Director of General Affaires of the North West Regional Assembly (Tel N° 673007649) not later than  21/06/2022 at 10:00am and should carry the following inscription:

N°…005/ ONIT/NWRA/ITB/2022 OF THE 23/05/2022 FOR THE FEASIBILITY STUDIES FOR THE CONSTRUCTION AND EQUIPPING OF MORTUARIES IN THE DISTRICT MEDICAL HOSPITALS OF NWA AND OKU

“To be opened only during the bid-opening session”

The maximum deadline provided by the Project Owner for the delivery of the studies for this invitation to tender is Two (02) months from the date of notification to start the studies.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking or insurance establishment approved by the Ministry in charge of finance (see list attached in document No. 11 of the Tender File) the amount is Four Hundred Thousand FCFA (400 000) Francs CFA all taxes inclusive, and valid for thirty (30) days beyond the date of validity of bids

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities (The Governor, Senior Divisional Officer, Divisional Officers ...........) in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the Tender notice.

          Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank or insurance establishment approved by the Minister in charge of Finance.

 The bids shall be opened in two phases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.

         The Administrative and Technical Bids shall be opened on the …. /……/2022 at 11:00am in the conference hall of the internal tenders board of the North West Regional Assembly, (Block B) by the Regional Assembly Internal Tender’s Board, in the presence of the bidders or their mandated representatives if this so desire having full knowledge of the files

The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of 75%. The bids accompanied by a signed model submission will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI).

        Only bidders may attend or be represented by a duly mandated person.

  Evaluation criteria

  Eliminatory criteria

These criteria fix the minimum conditions to be met to qualify for evaluation according to the essential criteria. They should not be the subject of scoring. The non-respect of one of these criteria shall lead to the rejection of the bid by the Internal Tender board of the North West Regional Assembly. Bids that do not respect the method of separating the financial offer from administrative and technical offers will be inadmissible.

 They include notably:

1. Absence or non-conformity of an element in the administrative file not regularized after 48 hours from the time of opening of bids;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. Incomplete financial file;
7. Non respect of 75% of essential criteria;
8. Non completion of any project in the previous years in the North West Region or suspended by ARMP in 2022.

9- Non respect the method of separating the financial offer from administrative and technical offers.

 Essential criteria

The technical bids shall be graded following the essential criteria shown below:

The Jobbing Order shall be awarded to the bidder whose bid is in conformity with the provision of the Tender file and on the basis of the best bid and technical quality, relative to article 99b of the public contracts code.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of bids.
