Within the framework of the framework for the execution ofthe2022 Public Investment Budget for the state of Cameroon, the President of the North West Regional Assembly, Contracting Authority, hereby launches, an Open National Invitation to Tender N^o………………………………….. of the …………………. for an Open National Invitation To Tender for the feasibility studies for the construction and equipping of seven laboratories and workshops in some selected Government Colleges in the Seven Divisions of the North West Region.

The services of this Jobbing Order comprise notably: The feasibility studies for the construction and equipping of seven laboratories and workshops in some selected Government Colleges in the Seven Divisions of the North West Region. “See characteristics in the technical description”.

The estimated cost after preliminary studies is Fifteen Million (15 000 000) FCFA

The project is in a single lot.

Participation in this invitation to tender is open to all Enterprises of Cameroonian Nationality who are in compliance with the regulations in force.

Studies that are subject to this invitation to tender shall be financed by the 2022 Public Investment Budget assigned to the North West Regional Assembly

The file may be consulted during working hours at the Services of the Director of General Affaires of the North West Regional Assembly (Tel N° 673007649) as soon as this notice is published.

The file may be obtained from the Services of the DGA of NWRA (Tel N° 673007649) as soon as this notice is published against payment of a non-refundable fee of Twenty Six Thousand (26 000) francs cfainto the North West Regional Assembly Treasury(Block B), representing the cost of purchasing the tender file.

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the services of the Director of General Affaires of the North West Regional Assembly (Tel N° 673007649) not later than  23/06/2022 at 10:00am and should carry the following inscription:

The maximum deadline provided for by the Project Owner for the delivery of the studies for this invitation to tender is two (02) months from the date of notification to start

Each bidder must include in his administrative documents, a bid bond of 300 000 issued by a first-rate banking or insurance establishment approved by the Ministry in charge of finance (see list attached in document No. 11 of the Tender File), the amount is Three Hundred Thousand FCFA (300 000) Francs CFA all taxes inclusive, and valid for thirty (30) days beyond the date of validity of bids.

 Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities (The Governor, Senior Divisional Officer, Divisional Officers ...........) in accordance with the Special Regulations of the invitation to tender. These documents must be less than three (3) months old or established after the signing of the tender notice.

          Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank or insurance approved by the Minister in charge of Finance

The bids shall be opened in two phases. The opening of the administrative file and the technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.

The Administrative and Technical Bids shall be opened on the 23/06/2022  at 11:00am in the conference hall of the  internal tender board  of the North West Regional Assembly (BLOCK B) , by the   Internal Tender’s Board, in the presence of the bidders or their mandated representatives if they so desire with full knowledge of the Files

The opening of the financial bids shall take place at the end of the technical analysis and shall only concern bidders who obtained the minimum required score of 75%. The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

        Only bidders may attend or be represented by a duly mandated person.

Evaluation criteria

  Eliminatory criteria

These criteria fix the minimum conditions to be met to qualify for evaluation according to the essential criteria. They should not be the subject of scoring. The non-respect of one of these criteria shall lead to the rejection of the bid by the internal tender board]. Bids that do not respect the method of separating the financial offer from administrative and technical offers will be inadmissible.

 They include notably:

1. Absence or non-conformity of an element in the administrative file not regularized after 48 hours from the time of opening of bids;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. Incomplete financial file;
7. Non respect of 75% of essential criteria;
8. Non completion of any project in the previous years in the North West Region or suspended by ARMP in 2022.
9. Non respect the method of separating the financial offer from administrative and technical offers.

The technical bids shall be graded following the essential criteria shown below:

The Jobbing Order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the best bidder and technical quality, relative to article 99(b) of the public contracts code.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of bids.
