Within the framework of the Execution of the 2022 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER NO 025/ONIT/ SWR/ SWRA/ITB/BUEA/2022... OF 02/06/2022 THE CONSTRUCTION OF THREE BOREHOLES WITH MANUAL PUMPS IN SOME MUNICIPALITIES IN FAKO DIVISION OF THE SOUTH WEST REGION

2.Consistance des prestations New(Additif)

The works that are subject of the^^enj)ender consist of:

- Preliminary works.

- Drilling works;

- Design-Cleaning and Development-Pumping test;

- Superstructure and hand pump installation

- Maintenance System

3.Cout Prévisionnel New(Additif)

The total estimated cost of all the boreholes after preliminary studies is twenty-six million seven hundred and fifty thousand francs (26,750,000) FCFA with each lots worth as presented below.

Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

The file may be consulted during working hours at the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building Buea, Tel: 233 32 61 86 as soon as this notice is published.

8.Acquisition du Dossier New(Additif)

The file may be obtained from the same address above as soon as this notice is published against a nonrefundable payment of the sum of 20,000 (twenty thousand) francs CFA, payable at the South West Regional Assembly Treasury

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the Cabinet of the President of the Regional Executive Council, first floor of the Regional Assembly Building against a receipt not later than 30/06/2022 at 10.00 a.m., local time in three (03) distinct envelopes which shall be labelled as follows:

Envelop A : administrative documents;(spiral bound with all pages numbered),

Envelop B : technical offer;(spiral bound with all pages numbered),

Envelop C: financial offer. (Spiral bound with all pages numbered).

These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

10.Delai de Livraison New(Additif)

The maximum execution deadline the work shall be 03 (Three) months from the date of issue of Service Order for the commencement of works.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in its administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 11 of the Tender File, and of an amount of one hundred and eighty thousand (180,000) for LOT (2 & 3) and 175 000 for LOT 1, which shall be valid for Thirty (30) days after the date of validity of the bids.

12.Recevabilité des Offres New(Additif)

13.Ouverture des Plis New(Additif)

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 30/06/2022 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender’s Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

14.Critères d'évaluation New(Additif)

The evaluation of bids shall be carried out in three stages:

> I^s’ Stage : verification of the presence and conformity of each administrative document ;

> 2^nd Stage : Evaluation of the technical bids ;

> 3^rd Stage: Analyses of the financial bids.

The criteria of evaluation shall be as follows:

14.1-Eliminatory criteria

- Absence of bid bond;

- False declaration or falsified documents

Omission of a quantified task on the bill of quantities and cost estimates;

- Enterprise with an abandoned project in the REGION;

- Enterprise under suspension;

Non satisfaction of at least 70% of the main qualification criteria.
i. Essential criteria

General Presentation, compliance with the model bid.
Methodological approach and relevance of proposed solutions;
References of the bidder (experience of at least three (03) years in

similar works)(attach proof)

Availability of material and essential equipment
- Experience of key supervisory staff (at least Civil or Rural Engineer or equivalence with three (03) years of experience).
Turnover, Financial capacity (10 000 000 fcfa),
Access to credit or other financial sources five Million (5.000.000 FCFA) for each lots
Deadline of execution.

15.Attribution New(Additif)

The Jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

NB: A BIDDERS CAN BE AWARDED ALL THE THREE LOTS

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
