On belle of The Mayors of Esse and Mbandjock councils, Project Owners, the Center Regional Delegate of Publics coritracts, Contracting Authority launches an Open National Invitation to Tender for the construction of tree integrated health centre in Mengueme, Akpak, Nio-Baboute, councils in the Center Region. This Invitation to Tender consists of tree (03) lots.

By this invitation to tender, interested companies are called upon to provide authentic information which will be usèful for the choice of those that can meet the needs of the iequired service after an in-depth and objective appraisal of their application files.

As far as works are concerned , an estimatecl amount of fifty million (50,000,000) CFA F is allocated for each Lots in this contract by The Public Investment Budget of the Minister of Public Health part of the Fiscal Year 2017, lines:

Tenders presentation

The documents include in the tender application must be classified in three different envelopes which must be sealed later. The following framework must be taken into consideration:

• Envelope A must conta in the administrative documents;
• Envelope B must contain the technical proposai;
• Envelope C must contain the fmancial allocation.

The above-mentioned tenders presented as such will be inserted in a simple envelope bearing only the main tender references. This one must aise be closed and. sealed for confidentiality. The different documents of each tender should be numbered in accordance with the tender file order and separated by some interpolated sheets of the same colour.

The execution deadline sets by the Project Owner is four (04) months. This period includes the Rainy seasons, weather and some other factors with effect from the day of works' notification; signing's date of the contract.

Lest they be rejected, should compulsoiy be submitted only the originals and copies of the other required administrative documents (valid) certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation.

They must date less than three (03) months and valid on the day of the tender disclosure

 Tenders disclosure will be done in one stage on 27 february 2017 at 13.00 pm prompt at the meeting Hall of the Center Regional Delegation in the presence of the applicants. Only tenderers may attend the opening session or have themselvés represented by .a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.

Tender evaluation will be done in three (03) stages:

• First stage: Verification of the conformity of the administrative file
• Second stage: Technical appraisal of the administrative tender attested as regular.

•  Third stage: Verification of the financial offer of those companies whose the tender files have been previously admitted as far as technical and administrative stages are concerned.

The tenders' evaluation criteria are the following:

13.1 Eliminatory criteria

13.1.1 Administrative documents

a)    Incomplete or non-compliant administrative file; (subject to the dispositions of point 1.1 of Circular n°002/CAB/PM of 31" January 2011 relating to the amelioration of the Public Contracts System)

b)    False declaration or forged document, (the Tender Board or Contracting Authority reserves the right to verify the authenticity of any documents in doubts);

13.1.2 Technical proposal

a)    False declaration or forged document

b)    Absence in the technical proposal of a column indicating the organization, planning and understanding of the project.

c)    Failure to score at least 90% of the total essential criteria (20/22)

d)    Non registration of the Works Conductor into the National Order of Civil Engineers.

13.1.3 Financial offer

a)    Incomplete financial tender;

b)    Omission of a quantified unit price from the price schedule;

c)    Absence of a sub-detailed price

13.2 essential criteria

Assessment of the technical proposai will be carried out on the basis of the 26 main criteria shared as follows:

a)  Qualification and experience of personnel in the project on 06 points;

b)  Availability of materials and the essential ones on 08 points;

c)  Methodology of execution-execution date line on 02 points;

d)  The company's references on 06 points.

The Center Regional Delegate of Public Contracts, Contracting Authority awards the contract to the applicant whose file, technically skilled, assessed and appealing with the lowest bid deemed to be and substantially in accordance with the tender file.

In an unsuccessful case, the Contracting Authority reserves the right to award more than one lot to the sanie tenderer.

Applicants will be bound by their tenders for a period of ninety (90) days with effect from the tender-subniission deadline.
