As part of the exécution of the Public Investment Budget for the 2022 Financial year, the PRESIDENT OF THE REGIONAL COUNCIL OF THE LITTORAL launches an Open National Call for Tenders in emergency procédure for the realization of the REHABILITATION Works of a BLOCK OF 03 “BLOC MANDELA” CLASSROOMS AT THE BOJONGO BILINGUAL HIGH SCHOOL, DEPARTMENT OF THE DEPARTMENT OF WOURI, LITTORAL REGION.

The work to be carried out Under this contract includes :

• Preparatory work and studies ;
• Earthworks ;
•  The foundations ;
• The Framework-cover ;
• Wood Charpentry ;
• Electricity ;
• The painting ;
• VRD.

The estimated cost of the operation at the end of the preliminary studies is: fourty million nine hundred and fifty thousand (14 950 000) CFA Francs.

Single lot.

Participation in this tender is open on equal terms, to Cameroonian law firms with technical, financial and legal capacity to carry out building construction works.

The maximum execution time provided by the Client for the execution of the works is four (04) months from the notification of the service order for the start-up.

Each bidder must attach to his administrative documents, a bid bond established by a first-rate bank approved by the Ministry of Finance and whose list appears in document 11 of the DAO, the amount of which is two Hundred ninety nine Thousand : 299,0000CFA francs ; and valid for thirty (120) days beyond the original bid validity date.

Under penalty of rejection, the documents in the administrative file must imperatively be produced in originals or in copies certified true by the issuing department or an administrative authority approved for this purpose, in accordance with the stipulations of the Special Regulations of the Call for Tenders. They must date from less than three (03) months preceding the original date of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders.
 Any incomplete tender in accordance with the requirements of this notice and the Call for Tenders Dossier will be declared inadmissible. In particular the absence of the bid bond, issued by a first class bank approved by the Ministry in charge of Finance or the non-respect of the models of the documents of the Call for Tenders File, will lead to the rejection of the offer.

The opening of tenders will take place on 30 JUNE 2022, at 12 p.m. and will be done in one (01) time, by the Internal Tenders Commission of the CONSEIL REGIONAL DU LITTORAL, in the meeting room of the CONSEIL REGIONAL DU LITTORAL. Only bidders may attend this opening session or be represented by a duly authorized person of their choice, having a good knowledge of the file.

. Main eliminatory criteria
• File not produced in eight (08) copies;
• Absence of an administrative document;
• Administrative document non-compliant and not regularized within 48 hours after counting;
• Failure to perform a similar prior contract;
• Absence of the bid bond;
• Incomplete Financial Offer for lack of:
 Letter of submission;
 A quantified unit price;
• False declaration or falsified documents;
• Non-acceptance of the contract clauses (CCAP and CCTP not initialed on each page, unsigned and undated at the end);
• Absence of the site visit certificate, of the report with a color photo showing a place in the locality highlighting the name on a plaque;
• Incomplete Technical Offer for lack of:
 The declaration on honor attesting that the tenderer has not abandoned a contract during the last three years, and that he is not on the list of defaulting companies established by the ARMP / MINMAP
 A Works Supervisor with the qualification required in the Call for Tenders file.

Failure to comply with at least 21/23 of the headings results in the elimination of the offer in accordance with the evaluation grids.

The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.

Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
