As part of the implementation of the Public Investment Budget for the year 2022, the PRESIDENT OF THE COUNCIL REGIONAL DU LITTORAL, contracting authority, launches an Open National Invitation to tender in emergency procedure FOR THE REHABILITATION WORKS OF THE 4.5Km DIBOMBARI-CES OF BONAMATEKE-YASSEM AND BRETELLE EARTH SECTION OF ROAD IN THE MUNICIPALITY OF DIBOMBARI, DEPARTMENT OF MOUNGO, LITTORAL REGION.

The works of this invitation to tender are described in the descriptive and quantitative estimates.

The estimated cost of the operation following prior studies stands at THIRTY-FIVE million (35 000 000) FCFA.

Single lot.

Participation in this tender is open on equal terms, to Cameroonian law firms with technical, financial and legal capacity to carry out building construction works.

Benefits, subject of this Tender, is funded by the Public Investment Budget (PIB) of Littoral Regional Council, fiscal year 2022 of the Republic of Cameroon, imputation 221110

The Call for Tenders file can be obtained during working hours from the COUNCIL REGIONAL DU LITTORAL, Technical Service, upon publication of this notice, upon presentation of the Original of the Receipt of payment of a non-refundable sum of  fifty thousand ( 50 000) FCFA francs in account n° 33598800001-89 entitled “CAS-ARMP Special Account” opened in all BICEC Agencies. Under penalty of rejection, the receipt must clearly specify the number of the Notice of Call for Tenders and must not contain any erasures or elements likely to call into question its authenticity. 

When withdrawing the DAO, tenderers must register by leaving their full address: PO Box, Telephone, Fax, E-mail, on a photocopy of the Receipt.

Each offer in French or English in eight (08) copies, one (01) original stamped and six (06) copies marked as such and one (01) numeric version will have to be dropped at LITTORAL REGIONAL COUNCIL in sealed envelope latest on 30 JUNE 2022 2022 at 11 AM and should be entitled:

The maximum execution deadline provided for by the Project Owner for the implementation of the project subject of this tender is three (03) months as from the notification of the order of service startup.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount  SEVENTY hundred thousand  (700 000) F CFA, and valid for one hundred and twenty (120) days beyond the original date of the validity of the offers.

To avoid rejection, the administrative documents required must imperatively be produced originals or copies certified by the issuing service or administrative authority, in accordance with the provisions of the Regulations of the Tender. Any bid not meeting the requirements of this notice and the tender dossier will be declared inadmissible. Including the absence of a bid bond issued by a first-class bank approved by the Ministry of Finance or the failure models of parts of the Tender Dossier, will result in rejection of the offer.

The bids shall be opened in a single phase On 30 june 2022 at 12 AM by the Internal Commission of Tenders Board of the LITTORAL REGIONAL COUNCIL, at the LITTORAL REGIONAL COUNCIL. Only bidders will be allowed to attend the opening session, or their duly mandated representatives, having a good know ledge of the case.

Main eliminatory criteria
• Documents not produced in eight (08) copies;
• Non execution of a similar former contract;
• Lack of the bid bond;
• Incomplete financial offers for absence of:
 Submission letter;
 A quantified unit price;
• False declarations or falsified documents;
• Non acceptance of contract such as (CCAP et CCTP not paraphed, signed and dated at the end);
• Lack of the attestation of the site inspection, the report, whit a color picture showing a place of the locality;
• Incomplete technical offers for absence of:
 Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry of Public Contracts.
 Works Conductor having qualification requires in Tenders invitation;
 The aspect « organization, methodology et planning;

Main qualification criteria
The criteria of qualification of the candidates will focus on:
- Administrative personnel (10rubrics) yes/no
- Availability of equipment (08 rubrics) yes/no
- References of the company (03 rubrics) yes/no
- The organization and understanding of the project (04 rubrics) yes/no
- Presentation of tenders (03 rubrics) yes/no
Failure to respect at least 26/28 of items leads to the elimination of the Offer in accordance with evaluation rubrics.

The contract will be awarded to the bidder with lowest cost, and having fulfilled both the specifications of the tender file and the required technical and financial capacity.

Bidders will remain committed to their offers for ninety (90) days as from the deadline set for the sub-mission of tenders.
