In order to reform its educational system to adapt it to the demands of the labor market and technological developments, the State of Cameroon has adopted a new law of orientation. This reform also concerns the content of lessons learned. The implementation of this reform resulted in the signature of the loan agreement dated 13 April 2013; Ratified on 12/08/2013 by decree N ° 2013/275 of 12/08/2013 for the construction and equipment of the Government Technical High School of OMBE in the Southwest region of Cameroon. Five components are planned for the full implementation of the project:
• Civil engineering component and affiliates;
• Furniture and equipment component;
• Service of the consultant component (studies and control of works);
• Support component to the project design unit;
• And training component.
For the implementation of the training component, training curricula are planned according to the competency-based approach for the following specialties:
• DIESEL MOTOR MECHANICS;
• FISHING TECHNIQUES;
• CONSTRUCTION AND REPAIR OF BOATS.

The “PEST” Coordinator invites eligible National Consultants (firms) to submit their applications in order to provide the services defined above. Interested consultants must provide information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of adequate skills among their staff, etc.). Experience in the following areas or tasks will be considered as a minimum requirement for the mission:
• Conducting a diagnostic study of the selected specialties;
• Conducting the Work Situation Analysis (WSA) of the selected specialties;
• Development of competency benchmarks (training projects) for the selected specialties;
• Curriculum development;
• Development of teaching guides and evaluation guides.

Consultants may apply in the form of an association, validated by an agreement between the partners of the association, clearly indicating the type of association, ie a consortium of consultants, a form Association or an intention to subcontract.
