Within the framework of the execution of the Public Investment Budget 2017, the Bamboutos Divisional Delegate of Public Contracts hereby launches in emergency procedure, on behalf of the Bamboutos Divisional Delegate of Public Works, an Open National Invitation to tender for the construction works of a definitive bridge on the TSOTANE River in the Mbouda subdivision.

The Works include:

The estimated cost of the works is 30 490 000 (thirty million four hundred and ninety thousand) CFA francs.

Participation in this tender is open on equal terms to-all Cameroonian law firms with expertise in the field of buildings and public works

The works that are the subject of this invitation to tender shall be financed by the Public Investment budget 2017.

The tender file may be consulted during working hours at the Divisional Delegation Public Contract of Bamboutos upon publication of this Invitation to tender.

The maximum delay of execution of work is three (03) months

Each bidder must provide an act of provisional bid bond, valid for thirty (30) days beyond the validity date of the offers and will be established by a bank approved by the Minister in charge of Finance, the list is annexed. The amount of the bond is CFA francs 609 800 (Six hundred nine thousand and eight hundred).

Under pain of rejection, the administrative documents required. must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on 07 March 2017 from 12 a.m. local time by the Bamboutos Divisional Tender is Board located at the Bamboutos Divisional Delegation Public Contract beside the Municipal Stadium, at the underground floor of the Finance Hotel building Mbouda in the presence of bidders or their duly authorized representatives and having perfect knowledge of the case. Only bidders may attend the opening sessions or be represented by one person of their choice duly authorized

The evaluation criteria consist of two types: the eliminatory criteria and essential criteria.

14.1 Eliminatory Criteria

The Biminatory criteria set out the minimum requirements for admission to the next essential evaluation criteria. Failure to comply with these criteria lead to rejection of the tender. These include:

a) Administrative file:

- Absence of an administrative document in the tender;

- Nonconformity of an administrative document;

b) False declaration falsified or forged document;

c) Obtain less than 72% of yes on the essentials criteria;

d) Omission of a quantified unit price in the financial offer;

e) Omission of sub detail of a quantified unit price in the financial offer;

f) Bidder who has not achieved contracts in 2016 and passed years, whose time execution is expired.

14.2 Essential criteria

The essential criteria are those so-called primary key or to judge the technical and financial capacity of the candidates to perform the Works, subject of the Listing Application.

The contracting authority shall award the contract to the lowest bidder in compliance with the tender file.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
