Within the framework of the 2017 budgetary year, the Divisional Delegate of Public Contracts for Mefou et Akono at Ngoumou, in his capacity as “Contracting Authority” hereby launches an open National Invitation to Tender in procedure of urgency for the electrification of NKOL NGOK (Nkoa Akom)in the NGOUMOU Council.
The provisions of the service, subject of the said Open National Invitation to Tender comprise all the parts of the activities to be achieved in a quantitatively and financially detailed framework.

Participation in this invitation to tender is open to Cameroon Small and Medium Size Enterprises which have good experience in specialized field. Advantage is granted to tenderers who have already executed similar works.
Supplies which form the subject of this invitation to tender shall be financed by the Public Investment Budget MINEE– 2017 Budget year.

Each bidder must include in his administrative documents, a bid bond issued by a first rate –bank approved by the Ministry in charge of finance featuring on the list in document 12 of the tender file and valid for thirty (30) days beyond the validity of the offers.
Each bidder must include in his administrative documents, a bid bond of 220 000FCFA issued by a first rate –bank approved by the Ministry in charge of Finance. Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officers, Divisional officers ….) of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the Invitation to Tender File.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first rate –bank approved by the Ministry in charge of Finance or the non-respect of the models of tender file documents of the file shall lead to a pure and simple rejection of the file without any appeal being entertained.
All the Bids shall be publicly opened in a single phase.
The bids shall be opened on 13/03/2017 at 12 p.m, local time, in the Conference Room of Divisional Delegation for Public Contracts of Mefou-et-Akono by the Divisional Tenders Board. The bidders or their duely authorised representatives with a perfect knowledge of the file can assist in the opening of the bids.
11.1- Eliminatory criteria
- Absence of an administrative document;
- Absence or non conformity of the content of “TECHNICAL BID” or “FINANCIAL BID” with regards to the documents required in the Special Regulations of the Invitation to Tender;
- Presence of falsified or scanned documents in the Tender File;
- Insufficient Financial Capacity
- the omission of the quantified price sub-detail schedule list on the list of Unitary Prices;
- Undertaken whose failure was noticed, or guilty of an abandonment of construction site
- Obtention of 3 “NOs” at the essential criteria evaluation .
11.2-Essential criteria
Evaluation of essential qualification criteria will be binary (Yes/No) and based on the following criteria:
- The Attestation and site visit report signed by the bidder;
- Presentation of Tender Bids
- The enterprise’s references in relation to construction and/or rehabilitation of infrastructures;
- The availability of materials, personnel and essential equipment;
- Qualification and the experiences of the workers/technicians;
- Methodology, planning and deadline of the execution of the project.
N.B.: Any essential criteria shall be validated (Yes) only if all the related sub-rubrics are also validated (Yes)
The Contract will be awarded to a tender whose Administrative documents are in conformity with the tender bids required, who scores at least three points out of five on his/her Technical documents and whose financial offer is the least.
Bids not presented in three volumes shall simply be rejected. This goes to all other bids not in conformity with the tender’s invitation terms.
The Contracting Authority has the right to reject the bids of any enterprise which within the last three budgetary years failed to accomplish its projects on time in the MEFOU ET AKONO division.

After the examination of the bids, the proposition of choice by the Divisional Tenders Board and the final choice of the winner by the Contracting Authority, the contract is subscribed by the winner and signed by the Contracting Authority.
Bidders will remain committed to their bids for 90 (ninety) days from the deadline set for the submission of tenders.
