Within the framework of year 2017 official exams preparation, the Director of Cameroon Baccalaureat Board hereby invites you to tender for the supply of examination writing materials to his Board. This tender consists of one set distributed as follows :
a) 17 000 reams of 500 sheets of rough work examination papers, A4 60 g in 4 colors assembled (blue, green, pink or yellow) ;
b) 720 pockets of 50 calque’s papers 90gr/m2, format A3 ;
c) 600 pockets of 10 can son’s papers180gr/m², format A3.

Tender documents can be obtained at Cameroon Baccalaureat Board P. BOX. 13904. Tél : 222-30-55-66/222-30-55-67 at the Financial Affairs and Material Service upon presentation of 100 000 (one hundred thousand) francs CFA receipt non refundable attesting the payment into the P.C.R.M’s account in BICEC n°335998 "Compte Spécial CAS-ARMP".
Each bid, written in English or in French in seven (07) copies including one (1) original and six (06) photocopies, labeled as such, should be submitted sealed to Cameroon Baccalaureat Board, latest on the 13th of march 2017 before 12 AM local time. It should be labeled as follows:
“Contract awarded under emergency procedure n° 001/M.A/OBC/CIPM/2017 for the supply of examination materials of 2017 session at the Cameroon Baccalaureat Board
To be opened only during the tenders board review session”.

Bids should be accompanied with a bid bond issued by a first class bank recognized by the Ministry of Finance according to the tender document model, produced in original. The amount of this bid bond is 1 200 000 FCFA (One million two hundred thousand) FCFA.
The guarantee has a value of 120 days from the date of submission of bids. The non respect of the model will cause the bid to be rejected without any prior notice or appeal.
All the administrative documents required, including the guarantee, must be originals or certified true copies signed. The documents should not be more than three months old, and be valid at the tenders opening session. Or else they will be rejected, unless stated otherwise by applicable regulation.
The bids shall be opened (on a single phase) in the meeting hall at the Cameroon Baccalaureat Board on the 13th of march 2017 at 1. P.M local time. Only bidder may attend or be represented by duly mandated person of their choice, with a sound knowledge of their bids. Any bid which is not presented in 7 (seven) copies oft which one original and which is not in conformity with the prescription of this tender will be rejected.
The bids shall be evaluated according to the main criteria as follows :
8.1/ Technical criteria
The bid’s evaluation of the tender’s technical quality will be based on the yes or no rating. Any satisfactory technical evaluation should obtain at least 80% of favorable evaluation (yes). Failure to do so, the bid will be eliminated at this level.

8.2/ Preliminary eliminatory criterias
These independent criterias are :
a.1 - Absence or non-conformity of an element in the administrative file,
a.2 - Absence of the guarantee issued by the first class bank recognized by the Ministry of Finances,
a.3 – Time delivery more than 15 (fifteen) days ;
a.4 – Technical criterias inferior to 80% of favorable evaluation (yes).
