Within the framework of Budget of the Investment Public, the Mayor of Younde IV council hereby launches a National Invitation to Tender the building of one nursery Classroom at Messamendongo.

The works subject of this contract includes:

• Preparing;
•  Foundations;
• Elevation;
•  Frame-Cover;
•  Electricity (fourreautage)
• VRD (earthworks);
• Plumbing and sanitary (piping).

The estimated cost of the operation following prior studies stands is twenty five Millions (25 000 000) FCFA.

The works shall be divided into one lot defined.

The Participation in this tender is open on equal terms to all Cameroonian law firms specializing in building construction.

Works which form the subject of this invitation to tender shall be financed by Public Investment of Budget of the 2017 financial year; Budget Head No. …….....………

The record may be obtained at the District Municipality of Yaoundé IV Tel 242894755 from publication of this notice, against payment of a non refundable fees of 50,000 (fifty thousand) CFA francs payable to the Municipal recipe.

The file may be consulted during working hours in the District of Yaoundé Municipality of Management Unit of Public Market of Yaoundé IV Council,  BP 14783 upon publication of this notice.

Each Offer drafted in English or French in Seven (07) copies, one (01) original and six (06) copies labeled as such, should reach the District Municipality of Yaoundé IV later than 22 /03/2017 at 13 am local time, and will be marked.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be for tree (03)months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of fourthy Hundred and twenty thousand and valid for thirty (30) days beyond the original date of the validity of the offers.

Each Bidder shall attach to his administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance, in the amount of 420,000 (four hundred twenty miles) CFA francs for the Lot of valid for thirty (30) days beyond the original date of bid validity.

Subject to rejection, other administrative documents must imperatively be produced in originals or copies certified by the issuing authority or an administrative authority (Officer, Deputy-Officer), in accordance with the provisions of the Supplementary Regulations of the Call for 'offers.

They must be dated less than three (03) months preceding the date of submission of bids or have been established after the date of signature of the Tender Notice.

Any Bid not comply with the requirements of this notice and the tender document will be declared inadmissible, especially the absence of the bid bond issued by a first class bank approved by the Ministry of Finance or certified check, and the failure of the models of the parts of the tender documents, will result in rejection of the offer.

The bid opening will be done in one time, and will consist of opening of administrative documents, technical bids and financial bids.

The opening of administrative documents and technical and financial offers will be held on 22 /03/2017 at 14 A.M local time by the Commission Transfer of Internal Markets with the District Municipality of Yaoundé IV.

Only bidders may attend the opening session or be represented by a person of their choice.

1. 1.         Eliminatory criteria

a)    Administrative Record incomplete or non-compliant;

b)     False or parts falsified;

c)     Incomplete technical file;

d)    Incomplete Financial Documents;

e)    Failure of a sub retail price of a unit price quantified.

1. 2.         Essential criteria

a)    The criteria for the qualification of candidates focus on indication;

b)    Turnover (yes / no).

c)     Access to a line of credit or other financial resources (yes / no)

d)    The contractor's references (yes / no)

e)    The availability of equipment and essential facilities (yes / no)

f)     The experience of the management (yes / no)

g)    The organization, planning and project comprehension (yes / no)

h)    Identification of project impacts on the environment (yes / no)

i)      The solutions proposed to mitigate the negative impacts of the project the environment (yes / no)

j)     The presentation of the Offer in three volumes (yes / no)

k)     Failure of one (01) criteria entails the disqualification of the bid.
