Within the framework of the 2017 Public Investment Buget, the The lord mayor wabane council, Contracting Authority hereby launches an open national invitation to tender No. 004/ ONIT/WC/WCTB/2017 10/02/2017 For the renovation of the Tabot farm to market road in Wabane municipality.

Works shah be carried out as specifled in Article 1.1 of the Special regulations governing the invitation to tender (RPAO) enclosed in the tender file.

The estimated cost of the operation following prior studies is 10millions.

The works shah be in one lot defined as follows: Renovation of the TABOT farm to market road in Wabane municipality, BUDGET HEAD N^{°....................................................................................} 

The tender is open to duly legalized Cameroonian enterprises that fuifill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget of the 2017 financial year; Budget Head N^{°........................................................................}

The deadline for the execution of the project shah be 45 DAYS.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the m:iilster in charge of finance and recognized by COBAC (commision Bancaire pour l'afrique centrale) featuring on a list in document 12 of the tender file of an amount 200 000 FCFA with a validity period of ninety (90)days from the date the blds are opened. Certified cheques will not be accepted.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of  200 000 FCFAFor this lot with a validity period of thirty (30) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordante with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shalf lead to outright rejection of the bid without any possibility of appeal.

There are two types of evaluation criteria: Eliminatory and qualification criteria. The aim of these criterla is to identify and reject incomplete bids or bids not in conformity with the essentiel conditions laid down in the tender file relating especially to admissibility of administrative documents, compliance of the technical bid with the technical specifications in the tender file and the qualification of candidates.

ELIMINATORY CRITERIA:

Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essentiel criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder. Bid shall be rejected when the following are absent:

• The lack of bid Security
• Non conformity of administrative documents
• The Tender documents are not conformed.
• False declaration or forged document.
• Records of uncompleted project.
• The non-respect of 2 criteria shall cause the elimination of the bid.

QUALIFICATION CRITERIA:(Yes/ No)

• Done projects Totaling at least 45 million FCFA during the past 3 years
• Access to credit or other financial sources
• Has done similar job before ( final reception of at 3 projects)
• Availabllity of material and essentiel equipment
• Supervisory staff with at least three years experience in road works
• Presentation of bid
• Antecedents of non-execution of contract or pending disputes

Technical files will be evaluated and graded on 100%. Only those with a minimum score of 70% will quallfy to have their financial files examined

The Lord Mayor Wabane council, Contracting Authority, shah' award the contract to the bidder whose bids are in keeping with the special regulation of this tender file.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
