4.Participation et origine New(Additif)

Participation in this restricted Invitation to tender shall be open to Cameroonian-based enterprises which are on the list of those who are qualified to realize rural electrification works under State resources for 2013 (See form n° 12)

5.Financement New(Additif)

The works that are the subject of this restricted invitation to tender shall be financed by General dotation of Decentralization.

6.Consultation du Dossier New(Additif)

The tender file may be consulted and withdrawn during working hours at the Infrastructure Contracts Service of the Particular Service to the mayor of BabadJou Council

7.Acquisition du Dossier New(Additif)

The tender file may be obtained from the Infrastructures Contracts Service at the Particular Service to the mayor of Babadjou Council, following publication of this invitation to tender upon submission of a Treasury receipt attesting to the payment 45 000 (forty-five thousand) Francs Cfa of a non-refundable sum to the Municipality Treasury.

8.Remises des offres New(Additif)

Each offer drafted in English or in French in even (07) copies including one (1) original and six (06) copies shall be submitted to the Particular service to the mayor of Babadjou Council upon publication of this invitation to tender not later than 03 Mars 2017 at 11 O'clock, local time, deposited against a receipt and shall be labelled:

9.Delai de Livraison New(Additif)

The deadline of execution set by the Contracting Authority shall be three (03) months at the date of notification of the service order to start the work.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative files , a provisional guarantee issued by a well-established bank, approved by the Ministry in charge of finance and whose list features in Document 12 of the Tender File with a validityperiod of 30 (thirty) days beyond the original date of validity of the offer following the table below.

Any other required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority within the last three months or in course of validity, according to the listing provided for in the special regulations of the tender, otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be rejected. Notably, the absence of the provisional guarantee issued by a well-established bank approved by the Ministry in charge of Finance or its noncompliance with the model documents of the tender file shall lead to outright rejection of the bid.

12.Ouverture des Plis New(Additif)

Bids shall be opened in one phase the administrative, technical and financial bids shall be opened on the 03 MARCH 2017 at 11 o’clock local time by the Regional Tenders Board at the internal Commission of public contracts in the presence of the bidders or their duly authorized representatives having full knowledge of the file.

13.Critères d'évaluation New(Additif)

a) Incomplete Administrative file;

b) Omission of a quantified unit price in the financial document

c) Technical documents evaluated less than 70 %.

d) False statements or falsified documents.

12- MAIN QUALIFICATION CRITERIA

The evaluation of technical bids will be made following the binary (yes / no) System based on the essential qualification criteria below:

a) Turnover;

b) Access to a credit line or other financial resources;

c) References of the company;

d) Construction equipment to be mobilized;

e) Senior staff of the company;

f) Technical proposal;

g) Presentation of the bid;

Only bidders having obtained70% shall be admitted to the financial analysis.

14.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the deadline set for the submission of tenders.
