The City Mayor of the Bamenda City Council “BCC” (here in after referred to as “the Client”) has received a grant from the 3 ^rd Debt Relief and Development contract between the Republic of France and the Republic of Cameroon to cover the cost of the C2D – Urban Program “Regional Capitals 2”, and intends to allocate a portion of the funding to payments relating to the Contract for which this Request for Proposal is issued.

The Client is now seeking proposals for the provision of the following consulting services “For the control and Supervision of the execution of works of commercial facilities and green spaces in the city of Bamenda as part of the C2D – Urban Program “Regional Capital 2”' '. here in after referred to as the “Services”. For further information on the Services, please refer to the attached Terms of Reference (Section VII).

The works subject of this invitation to tender shall be funded by C2D - “REGIONAL CAPITAL 2” budget. 'Convention CCM 1521 01 G of 28 June 2018'.

Proposals must reach the Secretariat of the Local Coordination Unit of C2D “Regional Capitals” in Bamenda, located at up station behind the Regional Delegation of Housing and Urban Development of the North West Region not later than _________________[49 days after publication] at 01: 00 pm as prescribed in section I, ITC 17.7 and ITC 17.9 and should carry the registrations:

The maximum execution timeframe provided for by the Project Owner for the execution of the services subject of this tender is the duration for which the works is executed

Proposals must be accompanied by a bid bond of  Nine hundred and eighty thousand (980,000 F CFA issued by a first-rate bank or an insurance company approved by the Ministry of Finance. This bond must be valid for thirty (30) days beyond the original date of validity of the offers.

For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities (Senior Divisional Officer, Divisional Officers etc…) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice. 

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.

The evaluation criteria consist of two types: the qualifying criteria and essential criteria. These criteria are designed to identify and reject bids incomplete or non-compliant to the essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents, compliance of the technical offer to the CAD specifications and qualification of candidates.

The contract shall be awarded to the bidder whose bids shall be judged essential in compliance with the tender file.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of bids.
