In line with the execution of the C2D “Regional Capitals 2” program, the State of Cameroon through the City Mayor of the Bamenda City Council wishes to launch the Open National Invitation to Tender for the execution of the works for the rehabilitation of Ntarikon Market.

The works subject of this contract includes:

• PREPARATORY WORKS AND STUDIES;
• EARTHWORKS;
• FOUNDATION FOR THE CONSTRUCTION OF THE OFFICE, HANGARS AND HAIR PLATING SECTION;
• GROUND FLOOR;
• ROOFING WORKS;
• METALLIC/ALUMINUM WORKS;
• PLUMBING WORKS;
• ELECTRICITY;
• PAINTING;
• VR D;
• ENVIRONMENTAL MITIGATIONS.

            In addition, all other suggestions necessary for the good execution of the works according to the specifications of the STC. 

The project cost is estimated at One hundred and sixty-nine million (169,000,000) FCFA

The works are grouped in one lot.

Participation in this invitation to tender is opened to all companies specialized in building construction and public works.

The works subject of this invitation to tender shall be funded by C2D - “REGIONAL CAPITAL 2” budget. 'Convention CCM 1521 01 G of 28 June 2018'.

Payments shall be done within a maximum timeframe of 30 calendar days maximum from the date of submission of the approved detailed accounts (bills).

The Tender File may be consulted at the City Mayor's Secretariat at the Bamenda City Council (TEL: 233 361 313 or 677 773 859) and the office of the Coordinator of the C2D program (tel: 677 850 332), as soon as this tender notice is published (Tel: 233 361 313, 677 773 859).

The file may be obtained from the office of the coordinator of the program (Tel: 677 850 332) as soon as this notice is published against payment of a non-refundable sum of one hundred and seventeen thousand two hundred and fifty ( 117 250 ) CFA francs payable at the Bamenda City Council Treasury under the budgetary head 712 101.

Each offer drafted in English or French in seven (7) hard copies including the original and six (6) copies and a scanned soft copy (CD or USB) of all the bids marked as such, should reach the Secretariat of the Local Coordination Unit of C2D “Regional Capitals” in Bamenda , located at up station behind the Regional Delegation of Housing and Urban Development of the North West Region in Bamenda , latest  21/09/2022 (42 days) at 12.00 noon precisely and should carry the inscription:

“OPEN NATIONAL INVITATION TO TENDER N°013/ONIT/BCC/ITB/2022 OF 11/08/2022 FOR THE EXECUTION OF THE WORKS FOR THE REHABILITATION OF NTARIKON MARKET.

To be opened only during the bid-opening session”

The maximum execution timeframe provided for by the Project Owner for the execution of the works subject of this tender is Six (06) calendar months

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or insurance company approved by the Ministry in charge of Finance featuring in this tender file of the an amount of three million eight hundred and eighty thousand (3,880,000) F CFA and valid for thirty (30) days beyond the original date of the validity of the offers.

For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities (Senior Divisional Officer, Divisional Officers, etc…) must imperatively be produced following the Special Regulations of the invitation to tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice. 

 Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.

The evaluation criteria consist of two types: the qualifying criteria and essential criteria. These criteria are designed to identify and reject bids incomplete or non-compliant to the essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents, compliance of the technical offer to the CAD specifications, and qualification of candidates.

1.   Elimination criteria

These criteria are designed to identify and reject bids incomplete or non-compliant to essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents and technical qualification of candidates.

These criteria are:

• Absence of Bid Bond;
• False statements or falsified documents;
• Insufficient financial capacity

- Certificate of Financial Capacity (certificate from a first-class bank) of amount one hundred million (100,000,000) CFA francs.

- Average turnover for the past three years (2021, 2020 and 2019) of about 510,000,000 F CFA.

• The unavailability of a signed statement of integrity, eligibility and social and environmental responsibility

2.Essential  criteria

The evaluation of the technical offers will be made following the binary (yes/no) based on the essential qualification criteria below:

• bidder's experience.
• human means.
• material means.
  • Methodology approach.

References should be recent enough (under 10 years) and justified with extracts of contract.

The details of these essential criteria are specified in the evaluation matrix contained in the Special Regulations of the Invitation to tender of the Bid (Section 4).

The contracts shall be awarded to those bidders whose bids shall be judged essential in compliance with the tender file and are evaluated as the lowest in cost

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of bids.
