In line with the execution of the C2D “Regional Capitals 2” program, the State of Cameroon through the City Mayor of the Bamenda City Council wishes to launch the Open National Invitation to Tender for the execution of the works for the construction of a footpath from up station to downtown in Bamenda

The works subject of this contract includes:

• PRELIMINARY WORKS
• EARTHWORKS
• CONCRETE / RETAINING WALLS CONSTRUCTION
• PAVEMENT AND LAND SCAPING WORKS
• METALLIC WORKS
• PAINTING WORKS

      In addition, all other suggestions which are necessary for the good execution of the works according to the specifications of the STC

The estimated cost of the operation after studies stands at fifty million (50,000,000 ) F CFA inclusive of all taxes .

Participation in this invitation to tender is opened to all companies specialized in building construction and public works.

The works subject of this invitation to tender shall be funded by C2D - “REGIONAL CAPITAL 2” budget. 'Convention CCM 1521 01 G of 28 June 2018'.

Payments shall be done within a maximum timeframe of 30 calendar days maximum from the date of submission of the approved detailed accounts (bills).

The Tender File may be consulted and obtained from the City Mayor's Secretariat at the Bamenda City Council (TEL: 233 361 313 or 677 773 859) and the office of the Coordinator of the C2D program situated up-station behind the Regional Delegation of Housing and Urban Development (tel: 677 850 332), as soon as this tender notice is published (TEL: 233 361 313, 677 773 859).

The file may be obtained from the office of the Coordinator of the program (Tel: 677 850 332) as soon as this notice is published against payment of a non-refundable sum of Sixty four thousand five hundred (64 500) CFA francs payable at the Bamenda City Council Treasury under the budgetary head 712 101.

Each offer drafted in English or French in seven (7) hard copies including the original and six (6) copies and a soft copy (CD or USB) marked as such, should reach the office of the Coordinator of the Local Coordination Unit situated up -station behind the Regional Delegation of Housing and Urban Development (TEL: 677 850 332) not later than the 21/09/2022  (42 days) at 12:00 noon precisely and should carry the inscription:

The maximum execution timeframe provided by the Project Owner for the execution of the works subject of this tender is Six (6) calendar months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or insurance company approved by the Ministry in charge of Finance featuring in this tender file of an amount of One million (1 000 000) F CFA and valid for ninety (90) days beyond the original date of the validity of the offers.

For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities (Senior Divisional Officer, Divisional Officers etc…) must imperatively be produced following the Special Regulations of the invitation to tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice. 

 Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.

The evaluation criteria consist of two types: the qualifying criteria and essential criteria. These criteria are designed to identify and reject bids incomplete or non-compliant to the essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents, compliance of the technical offer to the CAD specifications and qualification of candidates.

1.   Elimination criteria

These criteria are designed to identify and reject bids incomplete or non-compliant to essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents and technical qualification of candidates.

These criteria are:             

• Absence or insufficient Bid Bond;
• False statements or falsified documents;
• Insufficient financial capacity in date and amount:The unavailability of a signed statement of integrity, eligibility and social and environmental responsibility as per the model attached in the annex of the tender document;
  • Financial Capacity / Surface of 25,000,000 [NTDC1]   F CFA (certificate from a first-class bank);
  • Average turnover for the past three years (2021, 2020 and 2019 of amount 150,000,000 FCFA

 2.Essential  criteria

The evaluation of the technical offers will be made following the binary (yes/no) based on the essential qualification criteria below:

• bidder's experience;
• human resources;
• equipment;
  • Methodological approach.

References should be recent enough (under 10 years) and justified with extracts of contract.

The details of these essential criteria are specified in the evaluation matrix contained in the Special Regulations of the invitation to tender of the Bid (Section 4).

The contract shall be awarded to the bidder whose bids shall be judged essential in compliance with the tender file and are evaluated as the lowest in cost

Bidders will remain committed to their offers for ninety (90) days from thedeadlinesetforthesubmission of bids
