Within the framework of 2019 Public Investment Budget, the Mayor of Batibo Council, Contracting Authority, on behalf of the Republic of Cameroon, hereby launches, a Request for Quotation for the rehabilitation of Batibo Municipal Library, Batibo Sub Division, Momo Division. It is a single lot.

1. 1. Rehabilitation of the Batibo Municipal Library, BATIBO Sub-Division.

The services of this request for quotation include the

• Preparatory works ;
• Painting works ;
• Metallic work ;
• Construction/plastering ;
• Electricity works.

The estimated cost is as below

The works is in one (01) lot as indicated below.

Participation is open under the same conditions to all Cameroonian companies and business concerned that have proven experience in the field of building construction and civil engineering in general.

The works, subject of this invitation to tender, shall be financed by the Public Investments Budget form the Ministry of Art and Culture 2019.

The tender file may be consulted at the Batibo Council office during working hours, as soon as this tender notice is published.

The file may be consulted and obtained at the Batibo Council office, with effect from the date of signature of this Tender Notice, upon presentation of a receipt attesting to the payment of a non-refundable fee of 10 000 CFA francs (ten thousand Francs CFA) payable at the BATIBO Council Treasury, representing the cost of purchasing the tender file.

Complete bidders’ files, including all administrative documents, must be deposited in 07 copies including the original file and 06 copies not later than 23/07/2019 at 10:00 AM local time in sealed envelopes, in the Batibo Council Office and should carry the inscription:

The maximum execution deadline shall be two (02) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of 100 000 F FAand valid for thirty (30) days beyond the date of validity of bids.

The bids shall be evaluated according to the main criteria as follows:

1. Eliminatory criteria

        A.1- Administrative documents

• Any offer not in conformity with the prescriptions of this tender file shall be declared inadmissible. Especially the lack of the provisional guarantee;
• Absence of a document in the administrative file;
• Any company having a 2018 project, notified to commence in 2018 and which has not yet commenced;
• Any company having a 2017 project, notified to commence in 2017 and which has not yet been received;
• False declaration or falsified documents.

       A.2 - Technical and Financial file

• Incomplete  or non-compliant documents;
• False declaration, forged or scanned documents;
• Absence of the pre-financing capacity of at least one million, two hundred and fifty thousand (1,250,000) CFA F.
• Incomplete financial offer;
• Omission of quantified unit price in the financial offer;

• Nonexistence in the technical file of the rubric « organization, methodology and planning »

• Any company having a 2018 project, notified to commence in 2018 and which has not yet commenced;
• Any company having a 2017 project, notified to commence in 2017 and which has not yet been received;
• Technical assessment mark less than 09/11 of “Yes”.

• Absence of a break down unit price.
  

2. Essential criteria

1-     General presentation of the tender files;

2-     Financial capacity;

3-     References of the company in  similar achievements;

4-     Quality of the personnel; 

5-     Technical organization of the works;

6-     Logistics;

7-     Attestation and report of site visit;

8-     Draft jobbing odder duly filled initialed in all pages signed and dated on the last page.

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 09/11 of the essential criteria taken in account.

The contract will be awarded to the bidder whose bid fulfils the required technical and financial ( total without taxes) criteria and is deemed to be the lowest, in conformity with the regulations of the Tender Documents and having satisfied to 09/11  of “Yes”.

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
