The President of the West Regional Council, Contracting Authority, is launching a National Invitation to Tender in  emergency procedure for the bulding of a block of two (02) classrooms in the Government Bilingual High School Of Badounga (Batch 1), the building of a block of two (02) classroom in the Cetic Of Banyabo at Bassamba (Batch 2) and the building of a block of two (02) classroom in the Bilingual CES OF Tonga Nvetkoh (Batch 3) in the NDE DIVISION

These works include the following operations wich the list is not exhaustive (for 3 banches)

• Preliminary works
• Earth moving
• Foundation
• Masonry-elevation
• Frame-coverage
• Steel frame
• Electricity
• Painting
• VRD

The estimaled cost of the operation at the end of the preliminary studies is:

- 19 080 000 (nineteen million eighteen hundred thousand) CFA francs for the batch 1 ;

- 19 080 000 (nineteen million eighteen hundred thousand) CFA francs for the batch 2 ;

- and 38 160 000 (thirthy-eight million sixteen hundred thousand) CFA francs for the batch 3

Three batches

Participation in this invitation to tender is open on equal terms to Camcroon-based companies with adéquate expertise in the 2022 sector.

The participation of companies in group is allovved provided that the Ioad partner is designated and that the specific attributions of each member of the grouping are clearly slated in the grouping agreement.

The Works covered by this invitation lo tender are financed by the Budget of the West Régional Council of the West Régional Council. for the 2022 Financial Year.

The tender file can be consulted during working hours at the headquarters oi the Westl Régional Council in Bafoussam as soon as this notice is puhlished.

The nie can be collecled during working hours as soon as this notice is puhlishcd upon payment of a non-refundable sum of 56 000 (fifty-six thousand) CFA francs, al the Treasure of the West Régional Council.

Each bid drafted in English or French in seven (07) copies, one (01) original and six (06) copies labeled as such, must reach the Secrétariat of the Président of the West Régional Council at Bafoussam B.P: 1112; no later than the 02 September 2022 at 10 Am, local lime, and shall bear the following:

NOTICE OF NATIONAL OPEN TENDER UNDER EMERGENCY PROCEDURE N° 13/AONO/RO/PCR/CIPM-BEC/2022 OF 08/08/2022 FOR THE BULDING OF A BLOCK OF TWO (02) CLASSROOMS IN THE GOVERNMENT BILINGUAL HIGH SCHOOL OF BADOUNGA (BATCH 1), THE BUILDING OF A BLOCK OF TWO (02) CLASSROOM IN THE CETIC OF BANYABO AT BASSAMBA (BATCH 2) AND THE BUILDING OF A BLOCK OF TWO (02) CLASSROOM IN THE BILINGUAL CES OF TONGA NVETKOH (BATCH 3) IN THE NDE DIVISION

(TO BE OPPENED ONLY AT THE TENDER EVALUATIONS SESSION).

The duration provided by thc Clientfor the fullfilment of services subject of this tender is 03 (three) months for the batches 1 and 2, and 04 (four) for the batch 3; from the date of notification of the service start-up.

Each bidder shall attach in his administrative documents, a bid bond issued by a first institution approved by the Ministry in charge of Finance featuring in the tender file, an amount of 381 600 (three hundred and eight one thousand six hundred) FCFA Francs for the batches 3 and 2 and 763 200 (Seven hundred and sixty-three thousand two hundred) FCFA Francs for the batch 3.

This provisional bid bond shall be delivered 30 days valid for onc hundred and twenty (120) days beyond the original date of the validiiy of the offers.

Under penalty of rejection, the administrative documents required, shall be produces in original or true copies, certified by the issuing service or an administrative authority (Sub_Divisionnal Officer, Divisional Officer…) in accordance with the with the provisions of the Special Rules of the invitation to tenders.

The bids shall be opened once, on the 02 Septembre at 11 AM. The evaluation of the  administrative, technical and financial bid will be done by the Internal Tender’s Board at the Headquaters of the West Regional Council at SOCADA.

1Eliminatory criteria

i) Absence of Administrative Document or not in conformity with the bid opening and non corrected within 48 hours;

(ii) False statement scanned or présentation in the offer of falsified documents;

(iii) Non-compliance with the models and requirements of the SOW;

(iv) Omission of a quantified unit price in the Financial Offer;

V) Failure meet at least 70% of the essential criteria:

vi) Absence of the bid bond ;

vii) Absence of a declaration on honor that no project bas been abandoned in the last three years

viii) Have a project for the year 2021 still in progress due to the company.

ix) Absence of financial capacity in the amount at least equal to one the third of the estimated amount of the lot applied.

2 Essential criteria

Bids shall be evaluated according lo the foilowing criteria:

i) Général presentation of the  bid (03 criteria);

ii) Bidder's references (05 criieria);

iii) Qualificaiton and experience of the supervisory staff (06 criteria);

iv) Availabilily of essential equipment and materials (06 criteria):

v) Methodology (organization, planning, sile visit...), adopted (05 criteria);

vi) Financial offer (02 criteria);

Any bidder must satisfy al least 23 yes/32 to be qualified

The contract is awarded to the bidder having presented offers in conformity, adminisiratively, technically qualified and financially, and evaluated as the lowest best bid.

NB : A bidder cannot be awarded more than two batches.

Bidders are bound hy iheir offers for a period of ninety (90) days. from the deadline set for the submission of tendrs.
