As part of the achievement of the objective of complete cleanliness of the city of BAMENDA, for the years 2022, the mayor of the city of BAMENDA, Project Owner, is launching on behalf of his City, an Open National Invitation to Tender for the collection and transport of household waste, the sweeping and cleaning of streets, public places, bus stations and markets, the operation of the waste treatment center in the town of BAMENDA, MEZAM DIVISION, NORTH-WEST region.
The main objective of the services is the collection of household waste and urban solid waste in the city of BAMENDA for the integral cleanliness of the city .
The services consist of:
-the placement of garbage bins in appropriate areas and their emptying;
- the installation of waste paper baskets in squares and public gardens as well as their emptying;
- the collection of household waste;
- the transport of household waste and other waste to the landfill;
- the sweeping and cleaning of streets, public squares, bus stations and markets;
-Cleaning of gutters and a further distance of 5m from the edge of the road
-Instillation of Weighing stations at the dumb sites
- operation of the Mbelewa Waste Treatment Center;
-all other constraints necessary for a good level of cleanliness of the city
The estimated cost of the operation at the end of the preliminary studies is: seventy-seven million five hundred and twelve thousand five hundred ( 77,512,500) Francs CFA inclusive of taxes

Participation is open to companies and/or groups of companies under Cameroonian or foreign law, operating as much as possible in the household waste management sector.
The services of this call to tenders are financed by the BAMENDA City Council for the Fiscal Years 2022 Head _______________.

The overall period of execution of this contract is: 2 Months.
Each bidder must attach to his Administrative documents, a bid bond established by a first-rate bank or by insurance companies approved by the Ministry in charge of finance and whose list appears in document 11 of the TENDER FILE, valid for ninety (30) days beyond the original date of validity of offers for an amount: 1,550,250 (one million, five hundred and fifty thousand, two hundred and fifty) CFA Francs.
Under penalty of rejection, the required documents from the Administrative file must be produced in originals or in certified true copies by the issuing department or an Administrative authority, in accordance with the stipulations of the Special Regulations of the Invitation to Tenders.
They must date from less than three (03) months preceding the original date of submission of tenders or have been drawn up after the date of signature of the Tender Notice of the Invitation to Tender.
All incomplete offers in accordance with the requirements of the Tenders File will be declared inadmissible. Taking into account the authorization of certain insurance companies for the issuance of bonds, each bidder must attach to his Administrative documents; a bond from a bank or an insurance company approved and authorized to issue bonds within the framework of Public Contracts.
The opening of the Administrative documents, technical and financial offers will take place on 08/09/2022 at 11 am prompt by the Internal Tenders Board of the BCC in the deliberation room of the said Council.
Only bidders may attend this opening session or be represented by a duly mandated person of their choice.
14.1 Elimination criteria
The qualifying criteria are as follows:
- 1. No bid bond
- 2. Falsified document(s) or false statement(s);
- 3. Technical score less than 80 out of 100;
- 4. Omission in the financial offer of a unit price or fixed price quantified within the framework of the quantitative and estimated estimate.
Under penalty of rejection, the bid bond and the bidder's bank domiciliation certificate must imperatively be produced in originals, the other documents in originals or in certified copies. These Administrative justifications must date from less than three (03) months and comply with the models.
14.2 Essential Criteria
The criteria relating to the qualification of candidates will relate, for information only, to:
- Presentation 03 points
- References of the company in similar achievements 10 points
- Proposed methodology and its adequacy with the terms of reference 25 points
- Qualification and competence of key personnel 15 points
- Turnover and Financial Solvency 12 points
- Equipment 35 points
Only bidders having obtained at least 80 out of 100 to the technical evaluation will be put to the analysis of the financial offer.
In case of quality-cost selection The Project Owner will award the contract to the bidder whose tender has been recognized as essentially compliant with the Tenders File and who has the technical and financial capacities required to perform satisfactorily and whose offer has been evaluated as the lowest price, including, where applicable, the discounts offered.
Bidders shall remain committed to their offer for 90 days from the deadline set for the submission of tenders.
