Within the framework of the 2017 PUBIC INVESTMENT BUDGET, the Mayor of Tinto Council, Manyu Division, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A PASTORAL BOREHOLE WITH SOLAR PANELS AT BACHUO AKAGBE — UPPER BANYANG - MANYU DIVISION,SOUTH WEST REGION.

The works comprise the preliminary studies carried out and the detailed information provided for in the technical specifications and the quantitative estimates.

The works are in a single lot as follows:
FOR THE CONSTRUCTION OF A PASTORAL BOREHOLE WITH SOLAR PANELS AT BACHUO AKAGBE — UPPER BANYANG - MANYU DIVISION,SOUTH WEST REGION.

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of invitation to tender.

These projects shall be financed by the relevant credit allocation in the 2017 PUBLIC INVESTMENT BUDGET per the imputations:

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Contract unit of Tinto Council, Tel. 675786462, ARMP and other stake holders (structures) recognised by the Public Contracts Code.
The file may be consulted during working hours at the Contract unit of Tinto Council as soon as this notice is published.

The file may be obtained from the Contract unit of Tinto Council as soon as this notice is published against payment of the sum of Thirty-four thousand (34,000) CFA francs, payable at the Municipal Treasury of Tinto Ccuncii, (on or before the last two days to the opening of bids) as a non refundable fee representing the cost of the tender file.

Each bid drafted in English or French in Pive (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Contract unit of Tinto Council not later than 15/03/2017 at 09.00 am and should carry the inscription:

"To be opened only during the bid-opening session"

Each bidder must include in bis Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document Annex No.12 of the tender file, of an amount of Four hundred thousand (400.000) CFA francs for a validity period of ninety (90) days from the date of opening.

On pain of being rejected, only originels or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be net aider than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shah lead ta a pure and simple rejection of the offer.

The offers shah be opened in single phase. The opening of the Offers

shah be on 15/03/2017 at 10 am local time by the Tinto Council Tenders Board situated at the Tinto Council Hall and, the Technical Offer (Envelope B) and Financial effet [Envelope C] shah be analysed by the Subcommittee for evaluation of bids.

Main eliminatory criteria

Bids shall be rejected when:

• They lack of any administrative document;
• False declaration or forged documents;
• The bids are not in conformity with the Tender File (bid without the requ red numbei of copies, bid with documents mixed up in one envelope, bid that is not registered in the bidder's register);
• A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
• The technical offer must have at least 24 points - 70%;
• Lack of bid security
• Technical characteristics which are not in conformity with those specified in the special technical conditions
• They lack one unit price
• Non conformity of bid proper

Main qualification criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

• General presentation Yes/No
• Contractor's references for the past three years Yes/No
• Experience of supervisory staff Yes/No
• Availability of material and essential equipment Yes/No
• Self-fmancing capacity Yes/No

(The non respect of two (02) criteria shall cause elimination of the offer)

The contract shall be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
