Within the framework of the Execution of the 2022 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER N0 30/ONIT/ SWR/SWRA/ITB/BUEA/2022... OF 17/08/2022 FOR THE CONSTRUCTION OF POTABLE WATER SUPPLY SCHEME TO BOJONGO¸ BUEA
The works that are subject of the present tender consist of:
- Mobilisation of personnel, materials and site installation;
- Construction of 60m3 Cylindrical storage tank half buried with reinforced concrete at Tole;
- Rehabilitation of the Storage Tank/treatment unit at Catholic church Bonjongo;
- Transportation and Distribution Network of 3900ml;
- Construction of 12 stand taps in all the villages in Bonjongo court areas;
- Supply of complete Tool box
- Sensitisation and Training of water management committee.
The total estimated cost of all the project after preliminary studies is Fifty million (50,000,000) FCFA.
The works for this project is only constituted with one (01) lot.
Participation is opened to all duly registered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.
Works which formed the subject of this invitation to tender shall be financed by the SOUTH WEST REGIONAL ASSEMBLY INVESTMENT BUDGET, 2022 financial year through budget head (imputation) N°. 220150

- Envelop B : technical offer;(spiral bound with all pages numbered),

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment and other financial institutions approved by the Ministry in charge of finance, (see list in document No. 11 of this tender file), and of an amount of One million (1,000,000) FCFA, valid for thirty (30) days beyond the date of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of the successful bidder shall be retained until the required performance guarantee for good execution is provided

The bids shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 01/09/2022 at 11.00 a.m., local time by the South West Regional Assembly Internal Tender’s Board in the conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney)
They are especially:
¨ Absence of bid bond,
¨ False declaration or forged document,
¨ A technical score of less than 70%,
¨ Enterprise under suspension
¨ Absence of quantified unit price,
¨ Enterprise with Abandoned project in the SWR
- i. Essential criteria
- General Presentation, compliance with the model bid.
- Methodological approach and relevance of proposed solutions; References of the bidder (experience of at least three (03) years in similar works)(attach proof)
- Availability of material and essential equipment
- Experience of key supervisory staff (at least Civil or Rural Engineer or equivalence with three (03) years of experience)
- . Financial capacity, Access to credit or other financial sources Thirty Million (30.000.000 FCFA);
- Turnover 40 000 000 fcfa,
- Deadline of execution
The contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
