With the aim of improving the living environment, hygiene and circulation of the population of GUIDER, the Mayorof the GUIDER Council, Project Owner, launches an Open National Çall forTenders in emergency procédure for the cobblestone and gutter development work of 136 shôps in guider central market in the GUIDER Council, Department of MAYO LOUTI, NORTH Région

The works, divided Info three main parts, includes in particular:

- Site installation

- Exlerior landscaping works

-Gutter works.

The estimated cost of the opération is forty five million seven hundred six thousand six hundred forty four francs CFA'TTC.

The work is denominated in a single lot

Participation is open on equal terms to al! companies governed by Cameroonian law that are eligible and meet the condition set out In the Spécial Rules of the Call for Tenders.

The works are financed by the FEICOM / GUIDER COUNCIL, Financial year 2022 line

The file can be obtained from the Communal Public Procurement Service of Guider, upon publication of this notice, upon présentation of a receipt of 60,000 (sixty thousand) CFA francs, payable at the counter of the GUIDER Council.

Each offer written in French or in English in 07 copies Including the original and (06) copies marked as such, must reach the Communal Procurement Service of Guider, on 12/09/2022 at 10:00 a.m. at the latest and must bear the mention:

The maximum time allowed by the contracting authority for carrying out the work covered by this call for tender is three (03) months from the date of notification of the service order to start the work.

Each bidder must attach to his administrative documents, a bid bond established by a first-raie bank or a financial organisation approved by the Ministry of Finance, the list of which appears in document 12 of the DAO, in the amounl of 2% of the estimated cost including tax, i.e. nine hundred fourteen thousand one hundred and fifty (914.150) FCFA valid for thirty (30) days beyond the date of validity of Ihe offers.

Under penalty of rejection. the documents of the required administrative file must be produced in originals or in copies certified as true by the issuing department or an administrative authority (Prefect. Subprefect, etc.).in accordance with the stipulations of the Spécial Rules of the Call for Tenders. They must necessarily date from less than three (03) months preceding the date Of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders.

Any offer that does not comply with the requirements of this notice and the Call for Tenders Dossier will be declared inadmissible.

The absence of a bid bond issued by a first-rate bank or a financial organization approved by the Ministry of Finance or non-compliance with the models of the documents in the tender file, will lead to the rejection of the bid, offer.

The opening of the bids will be done in one time, namely: the opening of the administrative, technical and financial offers which will take place on 13/09/2022 at 11 a.m." précisé by ihe Internai Commission for Procurement placed with the Municjpality of Guide in the meeting room of the GUIDER Council. Willing bidders may attend this opening session or be represented by a duly authorized person.

The évaluation of the offers will be done in three stages:

• 1 st step: vérification of the conformity of the administrative file of each tendered.

• 2nd step: technical évaluation of the administratively confirmed offers;

• 3rd step: vérification of the financial offers of the companies whose offers have been recognized as technically qualified and administratively compilant.

Essentiel Criterîa

The évaluation of technical offers will be done by the binary Yes/No method according to the évaluation grid which takes into account the essentiel criteria below:

- General présentation of the offers

- Staff experience

- Material and equipment to be mobilized

- Technical proposais and work exécution schedule

- Compagny reference

■ - Compagny's pre-financing capacity greater than or equal to fifteen million

- ■ Justification for accepting the market

NB: Only bidders who have obtained at least 70% yes will be qualified for the rest of the procédure and will have their financial offers evaluated.

The amounts excluding fax will be considered after the évaluation of the financial offer, the contract will be awarded to the tenderer who meets the administrative and technical conditions requlred and whose financial offer is evaluated with the lowest price.

Tenderers remain committed to their offer for ninety (90) days from the deadline set for the submission of tenders.
