Within the framework of the execution of the 2018 state budget, the State of Cameroon represented by the Divisional Delegate of Public contracts for Donga-Mantung Division hereby launches an Open National Invitation to Tender, through the Emergency procedure for the construction of socioeconomic infrastructures relating to some border kits in Nwa Sub-Division, Donga-Mantung Division, North West Region ( lot 1: Market hangar in Sih border market (Nwa Market) )

The services involved in this invitation to tender shall require the construction of a market hangar in Sih Border Market, Nwa Sub-Division in Donga Mantung Division in the North West Region.

The estimated cost after preliminary studies for this project stands at Thirty-two million Five hundred and eighty-five thousand and forty-five fcfa (32,585,045) all taxes inclusive.

The works are in one (01) as follows:

Participation is open under the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of building construction and civil engineering, in general, and who are not currently suspended from public procurement.

The said works shall be financed as per the programmed budget of the 2022 Public Investment Budget (PIB 2022) of the Republic of Cameroon under the Ministry of Economy, Planning and Regional Development assigned to the Divisional Delegate of MINEPAT for Donga-Mantung. 

The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Divisional Delegation of Public Contracts DONGA-MANTUNG.

 The Tender file may be obtained from the Divisional Office DONGA-MANTUNG Tel: 237, 677468595 as soon as this notice is published against payment of a non-refundable sum of Sixty-six Thousand (65,000Fcfa), CFA francs, and payable at the Donga Mantung Divisional Treasury.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including one (01) original and six (06) copies marked as such. These shall be submitted in one sealed external envelope containing three (3) internal envelopes; (A: Administrative File, B: Technical File, C: Financial File). The sealed external envelope shall bear no information about the enterprise, and should reach the Senior Divisional Officer for Donga-Mantung, service for the award of Contracts, not later than 10:00am on 05/09/2022 , and should carry the inscription:

                                               “To be opened only during the bid-opening session”

In case of any ambiguities or differences, only the original shall be considered authentic. 

The maximum duration of execution provided for by the Contracting Authority shall be four calendar (04) months (120 calendar days), as from the date of notification to the contractor to start work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance - the list of which is found in document No. 12 of the Tender File, whose amount is Six hundred and Fifty-one thousand (651,000) fcfa , and valid for thirty (30) days beyond the deadline of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required Performance Guarantee for good execution is provided. 

 At the risk of being rejected, only originals or true copies certified by the issuing service or Administrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender . They must obligatorily be not older than three (3) months as at the date of submission of bids. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. 

The opening of the bids in one phase shall be done at 11:00am, on 05/09/ 2022 in the Conference Hall of the Prefecture of Donga-Mantung by the Divisional Tender Board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity

The evaluation of bids shall be carried out in three stages:

• 1st ^Stage   : verification of the conformity of each administrative document;
• 2nd ^Stage : Evaluation of technical bids;
• 3rd ^Stage : Analyzes of Financial Bids.

The criteria of evaluation shall be as follows   

- Absence of a document in the administrative file;

- Bids submitted after the deadline for submission;

-       Deadline of execution more than the prescribed;

-       False declaration or falsified documents;

-       External envelope bearing identification marks of the Bidder;

-       Absence of, or insufficient bid bond;

-       Bidders who have been suspended from public procurement

-       Omission of a quantified task on the in the financial bid;

-       Enterprise with an abandoned or overdue contracts beyond contractual deadline.

- Failure to obtain at least 80% in the evaluation of the Technical proposal.

 The criteria relating to the qualification of candidates could indicatively be on the following:

• financial situation
• Experience
• Personal
• Equipment.
• Methodology/organization of the site

The evaluation shall be done in a purely binary manner, YES or NO. The Contract shall be awarded to the bidder whose bid is in conformity with the provisions of the Tender File and on the basis of the lowest bid and technical quality, refer article 33 of the Public Contracts Code .

The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids.
