The present call for tender has for object the rural electrification of some localities of Eséka councils.

The works described herein are in one lot.

Phase A: village Pouth Kellé

-   Construction of a MT mono 1x34.4mm² line with ALMELEC cable 34.4mm².

-   Construction of a MT monophase H61 25KVA 17.32 KV/B2 transformation post

-   Construction of a BT monophase line with Torsade cable 2x25mm².

Phase B: axe Mapan I-Mapan II

-   Construction of a MT mono 1x34.4mm² line with ALMELEC cable 34.4mm².

-   Construction of a BT monophase line with Torsade cable 2x25mm².

Phase C: axe Mapan II- Mapan III

The estimated cost of the operation following prior studies stands: 56 000 000F (fifty six million francs ) CFA

The works shall be divided into one lot defined as follows: Eséka sub division (POUTH KELLE, MAPAN I, MAPAN II, MAPAN III)

The participation in the present call for tender is equally open to all companies of Cameroonian righ and having skills in the field of electrification.

The present invitation to tender is financed by the general dotation investment at exercise 2016.

The file can be consulted at the Eséka council (general secretary), during working hours from publication of the present invitation to tender.

The file may be obtained from the Eséka council ( general secretary) after presentation of a receipt as soon as this notice is published against payment of a non-refundable deposit sum of XAF93 000F ( ninety  three thousand francs) CFA at Eséka Municipal treasury .

Each offer drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Eséka council, located at the S.D.O’s Office Eséka :699096903/699 65 31 42, not later than the 16^TH March 2017  at 12 noon and should carry the inscription:

“InvitationTo Tender Notice

N°001/ONIT/C.EKA/ ITB/17 OF 24^TH FEBRUARY 2017, FOR RURAL ELECTRIFICATION IN (POUTH KELLE, MAPAN I, MAPAN II, MAPAN III) ESEKA SUB DIVISION, NYONG AND KELLE DIVISION IN PROCEDURE OF EMERGENCY.”

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be three (03) months for each lot.

 Every tenderer will have to supply a temporary, valid surety bond during thirty (30) days beyond date original of validity of the offers and will be established by a banking institution approved by Minister for Finance. The amount of this caution money Workbench by an excellent banking institution approved by the Ministry of Finance is fixed 1 120 000F (one million one hundred and twenty thousand francs) CFA.

The opening of the offers will take place on the 16^TH March 2017  at 1: PM. By the divisional tenders  board. This will be done at the conference hall of the presence of tenderers or mandated representatives, who have a perfect knowledge of the bids.

1-   Main eliminatory criteria

•   false declaration or falsified documents;
•   non-compliance of Bid with the specifications of the Bidding Documents in accordance with the provisions of article 28 of the General Tender Regulations;
•   omission of sub-detail of a quantified unit price in the financial offers;
•   absence of a methodological note in the technical bid;
•   Lead contractor less than Engineer in Civil or Rural Engineering, in electricity or electromecanics, (BAC + 3);
•   Bid scoring less than 21 positive elements in the technical assessment.

the contract shall be awarded to the lowest bidder, complying with the technical and administrative requirements.

Where a tenderers who fulfilled the technical criteria will be offered the lowest for more than two lots, the Contracting Authority reserves the right to assign lots of choice.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
