Within the framework of the follow-up of the éxecution of the works of construction and rehabilitation of the works of art on certain régional roads of the North, the Président of the Régional Council of the North "Project Owner" launches in procédure urgently, an Open National Call for
Tenders for the projeet management of the said works:
- Construction works of a 6x3x2 culvert at PK 63+-000 of the régional road R0408: NGONG-TOUROUA;
- Rehabilitation works on the bridge over the Mayo Bala at PK 3+000 of the régional road section R0405: DOURBEYE-DAZAL-DOUMO;
- Rehabilitation works of two aprons at PK 3+000 and PK 40+000 on the régional road R0410: LAGDO-OURO BALI-DOBINGA-MAYO WONDE;
- Rehabilitation works of a triple 3x4x2.5 culvert at PK 34+000 on the régional road R0404: VOKOTCHAMBA-BEKA;
- Construction works of a 5x2.5 xl.5 culvert at PK 56+450 of the régional road R0408: NGONG-TOUROUA;

The services covered by this Call for Tenders include in particular :

• The control and monitoring of the construction and rehabilitation of engineering structures on certain régional roads in the North, according to the relevant standards,
• The coordination of projeet monitoring opérations by ail the other actors through the organization and animation of site meetings,
• The production of ail documents related to the follow-up of the said services (monthly reports, minutes, order of services of a technical nature, examination of the conformity of the project with the exécution studies including ail subjections.

The estimated cost of the opération following prior studies stands is twenty million (20 000 000) CFA.

The Works of this Open National Invitation to tender consist into one (01) batch.

Participation in this Invitation to tender is restricted to Technical Studies Offices (BET) under Cameroonian law and justifying the required technical and financial capacities.

The Works covered by this Call for Tenders are fmanced by the Budget of the Northern Région on Budget Allocation Line P2.1.1 (P2.1.1.1- P2.1.1.2- P2.1.1.3- P2.1.1.4- P2.1.1.5) 221110 (Lane and network development).

Each Offer written in French or in English in seven (07) copies, including one (01) original and six (06) copies marked as such, must be sent to the Contracts Service in the annex of the Northern Régional Council, located on the 1 st floor of the building housing the Régional Délégation for Basic Education in the North, Door 103, no later than 16/09/2022 at 1p.m. sharp.
N.B: In addition to the number of copies of the financial offer required by the spécial tender régulations, the tenderer is required to submit a copy of this financial offer in a separate sealed envelope and marked as such to serve as sample offer intended for the body in charge of regulating public procurement for conservation.

The maximum period for performance of the services provided by the Project Owner, which is attached to that of the exécution of the construction and rehabilitation works of the structures on certain régional roads in the North, is five (05) months, from the date of notification of the Service order to begin the services.

Each bidder must attach to his administrative documents, a bid bond in the amount of four hundred (400,000) thousand CFA Francs, established by a banking establishment or first-class financial organization approved by the Ministiy of Finance and whose list appears in document 11 of the DAO and valid for thirty (30) days beyond the date of validity of the offers.

The required documents ftom the administrative file must be produced in originals or in copies certified as true by the compétent issuing dcpartment, in accordance with the stipulations of the Spécial Rules Of the Call for Tenders.
They must necessarily date from less than three (03) months preceding the date of submission of tenders, or have been drawn up after the date of signature of the Notice of Call for Tenders.
Any tender that is incomplète or does not comply with the requirements of this Call for Tenders Dossier will be declared inadmissible, and a period of 48 hours will be granted to the tenderer to complété it or make it compilant The absence of the bid bond issued by a fîrst class bank or a fîrst class fînancial institution approved by the Ministiy of Finance will lead to the pure and simple rejection of the offer.

The opening of the folds will be done in onc time. The opening of the administrative documents, technical and fmancial offers will take place on 5. .StPl. .2022.... at 2 p.m. shaip in the room of the Internai Tenders Commission located near the North Région.
Only bidders may attend this opening session or bc represented by a duly mandated person pf their choice.

The Project Owner will award the contract to the tenderer who has submitted a tender presenting the required technical and financial qualification eriteria and whose lowest evaluated tender, including, where applicable, the proposed discounts.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
